国家治理体系现代化视阈下我国政府职能转变研究

【摘要】：推进国家治理体系和治理能力现代化作为中共十八届三中全会上提出的全面深化改革的总目标之一,是中国共产党和中国政府在新的转型时期面临新情况,解决新问题的重大举措。国家治理体系现代化的过程就是我国经济社会逐步现代化,政治体制和政府治理逐步改革和完善的过程。国家治理体系现代化的治理理念和工具手段对政府职能的转变具有有效的示范和引领作用。相对的,政府治理的现代化也是国家治理体系现代化顺利实现的重要组成部分,也有助于国家制度在顶层设计方面发挥作用。从国家治理体系现代化的内涵来看,中西方不同文化在国家治理这一概念上的思想来源和认识差异对新时期国家治理体系现代化尤其是在政府职能转变领域具有重要的理论意义。从推进国家治理体系现代化和政府职能转变的相互关系来看,现阶段中国共产党和中国政府面临着诸多问题和挑战,这些因素成为我国推进国家治理体系现代化和政府职能转变的重要原因,也成为处理两者相互关系的调节器。从现代国家政府职能转变的历程来看,西方国家在不同历史阶段的政府职能转变与新中国建政以来的政府职能调整均为当前国家治理体系现代化视阈下我国政府职能的转变提供了有益的历史借鉴。从国家治理体系现代化视阈下政府职能转变的新倾向来看,现阶段我国政府职能转变的运动轨迹分别是国家治理体系现代化视阈下政府职能边界的动态调整,政府治理的开放性转变和政府治理的价值目标调适。最后从国家治理体系现代化视阈下政府职能转变的路径选择来看,政府职能转变的有效途径主要包括政府职能在权力分配上的适度调整、政府治理的现代化水平和法治化程度以及政府治理工具的创新。
[Abstract]:To promote the modernization of the state governance system and governance capability, as one of the overall goals of comprehensively deepening the reform proposed at the third Plenary session of the 18th CPC Central Committee, is a new situation facing the CPC and the Chinese government in the new period of transformation. Major measures to solve new problems The process of modernization of national governance system is the process of gradual modernization of economy and society, reform and perfection of political system and government governance. The concept and tools of modern governance system play an effective role in demonstrating and leading the transformation of government functions. In contrast, the modernization of government governance is also an important part of the smooth realization of the modernization of the national governance system, and also helps the national system to play a role in the top-level design. Judging from the connotation of the modernization of the national governance system, The ideological sources and cognitive differences between Chinese and western cultures in the concept of national governance are of great theoretical significance to the modernization of the national governance system in the new period, especially in the field of the transformation of government functions. Judging from the relationship between the modernization of the state governance system and the transformation of government functions, at present the CPC and the Chinese government are facing many problems and challenges. Judging from the course of the transformation of government functions in modern countries, The transformation of government functions in different historical stages in western countries and the adjustment of government functions since the founding of New China provide a useful historical reference for the transformation of government functions in our country from the perspective of the modernization of national governance system. From the new tendency of government function transformation from the perspective of modernization of national governance system, at present, the track of government function transformation in our country is the dynamic adjustment of the boundary of government function under the sight of modernization of national governance system.
