陕西省养老服务机构治理机制构建研究

【摘要】：社会经济的发展,计划生育政策的影响,陕西省已进入老龄化社会。老年人身体机能的下降,老龄人口的增加,人口流动的加快,使得传统家庭养老功能逐渐弱化,对养老服务的需求已引起社会和各界的高度关注。本文通过懫取实地考察和问卷调查等研究方法,依据相关社会管理的理论基础,根据养老服务机构的公益性、高风险性、市场竞争性等特点,研究陕西省养老服务机构及其治理机制的发展现状。比如陕西省实施了通过制定政策鼓励养老服务机构多元化经营,养老服务机构产业类型多样化及功能全覆盖发展等积极举措。分析当前陕西省养老服务机构治理机制存在的问题,如政府政策措施落实不到位,供需机制失衡,政府监管机制,养老保险机制不完善等问题及其成因。通过学习借鉴德国和英国等国外养老服务机构的先进经验,论证了陕西省养老服务机构发展的思路和方向,如加强构建陕西省养老服务机构的政策法规机制,加强对养老服务机构的监管机制,完善养老保险机制等。最后结合上述研究分析论证,提出构建陕西省养老服务机构治理机制的对策与思路。
[Abstract]:Social and economic development, the impact of family planning policy, Shaanxi Province has entered an aging society. The decline of the body function of the elderly, the increase of the aged population and the quickening of the population flow make the traditional family pension function weaken gradually, and the demand for the old-age service has aroused the high attention of the society and all walks of life. Based on the theoretical basis of relevant social management and the characteristics of public welfare, high risk and market competition of pension service institutions, this paper takes the methods of field investigation and questionnaire investigation, according to the theoretical basis of relevant social management, and the characteristics of pension service institutions, such as public welfare, high risk and market competitiveness. This paper studies the development status of pension service institutions and their governance mechanism in Shaanxi Province. For example, Shaanxi Province has implemented positive measures to encourage the diversification of pension service institutions, the diversification of industry types and the development of full coverage of the functions of pension service institutions through the formulation of policies. This paper analyzes the problems existing in the governance mechanism of pension service institutions in Shaanxi Province, such as the inadequate implementation of government policies and measures, the imbalance of supply and demand mechanism, the government supervision mechanism, the imperfect pension insurance mechanism, and so on. By learning from the advanced experience of foreign pension service institutions, such as Germany and Britain, this paper demonstrates the thinking and direction of the development of pension service institutions in Shaanxi Province, such as strengthening the policy and regulation mechanism of constructing pension service institutions in Shaanxi Province. Strengthen the supervision mechanism of endowment service organization, perfect endowment insurance mechanism and so on. Finally, based on the above analysis and demonstration, the author puts forward the countermeasures and ideas of constructing the governance mechanism of pension service institutions in Shaanxi Province.
