政府购买公共服务的问题及完善对策研究

【摘要】：在现代社会,政府购买公共服务已经成为政府提供公共服务的重要方法和手段。改革开放以来,我国政府出台了一系列关于政府购买服务的政策,政府购买公共服务的模式得到推广,被广泛应用于各个领域中,取得了良好的效果。但是由于我国政府购买公共服务的时间不长,在发展的过程中还存在诸多问题,深入分析这些问题,对于改善政府购买公共服务,提高公共服务的质量具有重要意义。本文以河南省各地政府购买公共自行车服务为例,以新公共服务理论、多中心治理理论以及服务型政府理论作为理论指导,对目前政府购买公共服务存在的问题进行了比较深入研究。调查发现,我国地方政府购买公共服务主要存在以下问题:一是缺乏科学的成本核算;二是政府信息公开不充分;三是购买公共服务的竞争性不足;四是规划不合理;五是公共服务购买合同不规范;六是市场信息获得不充分。进一步分析表明,造成这些问题的原因主要有法律法规不完善、科学管理不到位、监督机制不健全、市场机制不成熟以及社会组织发展滞后。完善政府购买公共服务需要从以下几方面努力:完善政府购买公共服务的立法;推进政府购买公共服务的信息公开;加强对政府购买公共服务的管理;健全政府购买公共服务的监督机制;加强政府购买公共服务的绩效评估;促进社会组织的健康发展。
[Abstract]:In modern society, government purchase of public services has become an important method and means for government to provide public services. Since the reform and opening up, our government has issued a series of policies on government purchase of services, the mode of government purchase of public services has been promoted, widely used in various fields, and achieved good results. However, because our government buys public service for a short time, there are still many problems in the process of development. It is of great significance to analyze these problems in order to improve the government's purchase of public service and improve the quality of public service. This paper takes the purchase of public bicycle service by local governments in Henan Province as an example, taking the new public service theory, the multi-center governance theory and the service-oriented government theory as the theoretical guidance. The existing problems of government purchase of public services are studied in depth. It is found that the following problems exist in the purchase of public services by local governments: first, lack of scientific cost accounting; second, inadequate disclosure of government information; third, insufficient competitiveness in the purchase of public services; fourth, unreasonable planning; Fifth, the public service purchase contract is not standardized; sixthly, the market information is not sufficient. Further analysis shows that the main causes of these problems are imperfect laws and regulations, inadequate scientific management, imperfect supervision mechanism, immature market mechanism and backward development of social organizations. It is necessary to improve the government's purchase of public services from the following aspects: to perfect the legislation of the government to purchase public services, to promote the publicity of the information of the government's purchase of public services, to strengthen the management of the government's purchase of public services; Improve the supervision mechanism of government purchase of public service; strengthen the performance evaluation of government purchase of public service; promote the healthy development of social organization.
