论政府在扬州运河保护与发展中的作用

【摘要】：京杭大运河申遗成功,为运河文化旅游和沿岸城市旅游经济的发展带来了巨大的机遇。近年来,扬州在运河的开发、保护和利用方面虽然取得了不错的进步,但仍然面临着运河旅游知名度不够、相关产业发展规划仍不明晰、开发利用管理机制尚不完善等问题。本课题总结了国内外著名城市在促进运河旅游和水乡旅游发展过程中政府行为的模式和成功经验,分析了扬州运河开发利用的历史、现状和存在问题,研究出对扬州运河旅游未来发展有益的对策建议。本研究的主要成果包括:①梳理了政府行为、运河城市等相关理论知识,并通过西藏、苏南、广州等地市的实际案例分析,总结了政府行为在促进旅游事业发展中的积极作用,从理论和实践两方面论证了政府行为在旅游产业发展中的必要性。②对扬州运河的发展历史、现状及政府行为进行了分析,总结了政府在管理体制改革、顶层规划、推进区域战略协作、引导运河产业发展、旅游营销推介、公共服务体系构建中的行为模式和特点。③指出当前扬州政府在运河开发利用过程中还存在着发展理念、管理方式以及技术细节等方面的问题,包括规划引导力度不够、公共服务监管不到位、旅游产品设计不合理、资源开发短视化、宣传力度和方法欠佳等。④通过国内外著名运河或水乡旅游城市在文化和景观保护开发中的成功案例进行分析,总结了各地政府在文化遗产的整体性保护和开发、景观设计和城市旅游建设、旅游可持续发展建设中的成功经验和行为模式。⑤从提升运河旅游的人文内涵、整合优化资源、推进运河可持续开发、完善基础及配套设施、加强宣传力度和实效这五个角度提出了对策建议。综上,本研究通过理论研究和实证研究相结合的方法,从政府行为和管理的角度研究了扬州运河的保护、利用及开发,预期研究结论和提出的对策建议能够为未来扬州运河的旅游发展提供积极的参考和指导作用。
[Abstract]:The success of the Grand Canal in Beijing and Hangzhou has brought great opportunities for the development of cultural tourism and tourism economy in coastal cities. In recent years, Yangzhou has made good progress in the development, protection and utilization of the canal. However, it is still faced with the lack of visibility of the canal tourism, and the development plan of related industries is still unclear. The development and utilization of the management mechanism is not perfect. This topic summarizes the famous cities at home and abroad in the process of promoting the development of canal tourism and waterborne tourism government behavior model and successful experience. This paper analyzes the history, present situation and existing problems of the development and utilization of Yangzhou Canal, and studies the countermeasures and suggestions beneficial to the future development of Yangzhou Canal tourism. The main results of this study include: 1 combing the government behavior. The paper summarizes the positive role of government behavior in promoting the development of tourism by analyzing the relevant theoretical knowledge of canal city and through the actual case analysis of Tibet, southern Jiangsu, Guangzhou and other cities. This paper demonstrates the necessity of government behavior in the development of tourism industry from the aspects of theory and practice, analyzes the history, current situation and government behavior of Yangzhou Canal, and summarizes the reform of government management system. The top level planning, promoting regional strategic cooperation, guiding the development of canal industry, tourism marketing promotion. The behavior pattern and characteristics in the construction of public service system point out that the Yangzhou government still has some problems in the process of canal development and utilization, such as the concept of development, management methods and technical details. Including insufficient planning guidance, inadequate supervision of public services, unreasonable design of tourism products, short-sighted development of resources. The propaganda and methods are not good enough to analyze the successful cases in the cultural and landscape protection and development of famous canals or waterborne tourist cities at home and abroad. Summarized the local governments in the cultural heritage integrity protection and development, the landscape design and the city tourism construction, the tourism sustainable development construction successful experience and the behavior pattern .5 from enhances the canal tourism humanities connotation. To integrate and optimize the resources, to promote sustainable development of the canal, to improve the foundation and supporting facilities, to strengthen the publicity and effectiveness of these five angles put forward the countermeasures and suggestions. Through the combination of theoretical research and empirical research, this study studies the protection, utilization and development of Yangzhou Canal from the perspective of government behavior and management. It is expected that the conclusions and suggestions can provide a positive reference and guidance for the tourism development of Yangzhou Canal in the future.
