【摘要】:中华民族自古以来就十分推崇道德的社会规范作用,尤其重视官员道德(以下简称“官德”)的导向作用和示范效应,把个人品德、家庭美德、社会道德与官德紧密联系起来,强调格物、至知、正心、诚意、修身、齐家、治国、平天下的有机结合和统一。“人无德不立,官无德不为,国无德不兴”。“德”作为一种上层建筑和社会意识,是由社会存在、经济基础所决定的。德的建设的好坏,体现着一个国家民众的精神状态,影响着一个民族事业的兴亡盛衰。我国是中国共产党领导下的多党合作制国家,加强对公职管理人员,特别是领导层管理人员德的建设,关系到党的路线方针政策的贯彻落实,关系到整个社会改革发展稳定的大局,关系到一方群众的幸福安康。领导层管理人员作为党政机关、企事业单位等公共部门依法从事公务活动并担任一定领导工作或管理工作的公职人员,决定了其身份和职业活动的特殊性。基于此,管理人员的德具有鲜明的特征,即其一,管理人员的德处于职业道德体系的最高层次。对管理人员德的要求不能等同于一般群众。其二,管理人员的德对整个社会道德建设具有重要的表率作用。管理人员在各行各业、各部门起着领导和指挥的作用,处于组织者和领导者的地位,其德的涵养如何、思想作风如何,直接关系到党在群众中的形象,也关系到整个社会道德风尚的状况。因此,德在方向上的导向决定作用,已成为当今社会健康持续发展的重要精神支柱,成为国家长足发展的根基和保障,它既是个人发展的基石,也是国家发展的基石,我们可以仰望一座大楼入云的高耸,可是我们更需深切的看到最基础最根本的德的沉淀。 党的十七届六中全会提出,社会主义核心价值体系是兴国之魂,是社会主义先进文化的精髓,决定着中国特色社会主义发展方向。道德建设作为构建社会主义核心价值体系的重要内容,日益受到党和全社会的重视。中组部于2011年10月下发关于加强对干部道德的考核意见的通知》强调,加强对干部德的考核,是贯彻落实德才兼备、以德为先用人标准,选准用好干部,树立正确选人用人导向的重要举措。2012年习近平同志指出“要把干部德的考评结果作为干部选拔任用的首要依据,从而便于量才录用,因材适用,避免大材小用,庸才重用”。为此,如何考核干部的德,是人力资源管理工作中的一大难点。如何合理、严密、全面、准确地考核评价干部的德,提高对领导层管理人员德的考核的科学化水平就成为了组织管理者努力的方向,也是我们必须坚持并发展完善的不懈追求。本文首先从德的建设的重要性和加强管理人员“官德”建设的必要性、科学考核管理人员德的概念及研究现状入手,通过管理学、人力资源管理等基本理论,在借鉴和吸收国内外相关的研究成果基础上,对玉溪管理人员,,特别是领层管理人员德的建设现状进行深入分析,得出了玉溪管理人员德的考核存在的原因和问题。然后在此基础上,以玉溪管理人员,特别是领导层管理人员为研究对象,设计了如何加强领导层管理人员德的考核调查问卷。通过对调查问卷回收和分析,得出群众对管理人员德的量化考核的关注度和各个因素的比例状况,建立起玉溪管理人员量化考核模型,有针对性地提出加强玉溪管理人员德的科学化考核机制、措施和对策,形成了符合玉溪实际的量化考核管理办法,希望能为玉溪管理人才队伍建设有所帮助和借鉴。

Firstly, the necessity and importance of the construction from Germany to strengthen the management personnel construction of "official ethics", starting with the concept and research status quo of scientific assessment of management by morality, management, human resources management theory, based on reference and absorption of the domestic and foreign related research results, the Yuxi management personnel, especially the in-depth analysis of the present situation of the construction of leading management of Germany.
