【摘要】：随着经济全球化的不断深入，我国在实现了社会经济蓬勃发展的同时，全新的时代背景也为我国的社会管理工作提出了更为严格的要求。全面到来的信息化时代为我国的社会注入了新鲜的活力，以往的政府单一化的社会管理已经逐步向公共治理模式转变，这是当前我国全面推进和谐社会建设过程中社会管理的一个重要的发展趋势。在当前社会管理多元化的背景下，政府的管理权利得到了细化和下放，社会管理工作更倾向于对社会群众在思维、观念以及意识等方面的内在引导与约束，社会管理是否能够提升其时效性不仅要运用制度的约束，更需要全体社会成员对于社会管理的方法、内容等本身的内心认同。本文立足于当前我国社会管理工作的现实情况，从思想政治工作这一社会管理的“软”权力入手，进一步对于社会管理中开展思想政治工作的对策进行了研究，这在当前我国全面推进社会主义和谐社会的建设来说则有着非常重要的意义。社会的建设离不开基本的社会管理作为保障，而思想政治工作则是社会管理的良性手段，是从根源上和社会群众的思想诉求上进行的一种软性约束。因此，在新时期的新形势下，加强社会管理中思想政治工作的研究是非常必要的，本文主要分为四个部分：第一部分，社会管理与思想政治工作的理论概述。在这一部分中主要对于社会管理以及思想政治工作的做出了基本概念上的界定，同时论述了社会管理与思想政治工作二者之间的关系，阐述了社会管理中开展思想政治工作的理论依据，从而为后文的研究提供扎的理论基础。第二部分，社会管理中思想政治工作的功能分析。主要从教育引导功能、协调稳定功能、激励开发功能、社会预警功能以及精神凝聚功能五方面内容进行全面的论述。第三部分，社会管理中开展思想政治工作的必要性及存在问题。这一部分主要提出了思想政治工作融入我国社会管理中的必要性，，同时进一步考察了工作中存在的问题，从而为下一部分对策的研究指明方向。第四部分，社会管理中开展思想政治工作的对策思考。这一部分分别从转变思想政治工作的理念、完善思想政治工作的方法、丰富思想政治工作的内容以及促进思想政治工作载体的优化升级四方面内容提出了改进社会管理中思想政治工作的具体对策，从而为当前我国社会管理中思想政治工作的开展贡献力量。
[Abstract]:With the deepening of economic globalization, our country has realized the vigorous development of social economy at the same time. The new background of the times also puts forward more stringent requirements for the social management of our country. The comprehensive information age has injected fresh vitality into the society of our country. In the past, the single social management of the government has gradually changed to the mode of public governance. This is an important development trend of social management in the process of building a harmonious society in our country. Under the background of diversified social management, the management power of the government has been refined and decentralized. Social management is more inclined to the social masses in the thinking, concept and awareness of internal guidance and constraints, whether social management can improve its timeliness not only the use of institutional constraints. More need all the social members of the social management methods, content and so on the heart of the identity. This paper based on the current situation of social management in our country. Starting with the "soft" power of social management, ideological and political work is further studied on the countermeasures of carrying out ideological and political work in social management. This is of great significance in promoting the construction of socialist harmonious society in an all-round way in our country at present. The construction of society can not be separated from the basic social management as the guarantee. The ideological and political work is a benign means of social management, is a soft constraint from the root and the ideological demands of the social masses. Therefore, in the new era of the new situation. It is necessary to strengthen the study of ideological and political work in social management. This paper is divided into four parts: The first part is the theoretical overview of social management and ideological and political work. In this part, it mainly defines the basic concepts of social management and ideological and political work. At the same time, this paper discusses the relationship between social management and ideological and political work, and expounds the theoretical basis for carrying out ideological and political work in social management, thus providing a theoretical basis for the later studies. The second part, the function analysis of the ideological and political work in the social management, mainly from the education guidance function, the coordination stable function, the stimulation development function. The function of social warning and spiritual cohesion are discussed in five aspects. The third part, the necessity and problems of the ideological and political work in the social management. This part mainly put forward the necessity of the ideological and political work in the social management of our country. At the same time, the existing problems in the work are further investigated, so as to point out the direction of the next part of the study. Part 4th, the countermeasures of carrying out ideological and political work in social management. This part respectively from the transformation of the concept of ideological and political work, improve the methods of ideological and political work. Enrich the content of ideological and political work and promote the ideological and political work carrier optimization and upgrading four aspects of the content of improving the social management of ideological and political work specific countermeasures. Thus contributing to the development of ideological and political work in the current social management of our country.
