【摘要】：目前，中国已经进入社会转型的加速期，在过去的三十多年里，中国经济增长和财富增加的速度举世瞩目，但与此同时，道德失序问题也成为当今中国社会的关注焦点，这严重困扰了社会的和谐稳定和经济的进一步发展。道德失序现象在社会公德和职业道德领域的表现更为突出，道德底线沦丧、道德评价失范、理想信念缺失和拜金主义盛行。在现代文明社会，道德问题不单单是公民的素质与修养问题，它还是国家和民族精神面貌的体现，甚至关乎到国家和民族生死存亡的政治层面。当下，国家在发展经济、增加社会物质财富的同时，还要特别重视精神文明建设，尤其是重视公民素质的提升、道德秩序的整饬。客观地说，，各级政府对道德建设始终常抓不懈，道德建设运动从未间断，道德模范层出不穷，但是道德秩序却始终差强人意。本文选题的目的就是探索社会转型期道德建设的有效路径，提出建构道德新秩序必须在政府的有效干预下方可完成的观点，构建政府干预下道德建设的多维路径组合。在本选题研究过程中贯彻了理论与实践相结合的科学研究的基本准则，选题力求贴近当前中国社会发展的现实需要，也贴近中国政治体制改革的现实需要，因而具有重要的理论意义和现实意义。本文提出社会转型期道德建设的关键环节就是政府实施道德干预。论证了政府实施道德干预的必要性和合理性，提出政府实施道德干预的实践前提是优化政府职业道德，其中包括政府执政道德和官员个体道德两个方面。政府职业道德是整个社会道德的方向盘，只有政府职业道德实现优化，方可带动整个社会的道德优化。本文将政府在以往社会道德建设实践中的一系列要求进行整合有序化，提出了“理想道德”建设是社会转型期道德建设主导、而“基础道德”建设是该时期道德建设主体的观点。任何社会的意识形态都可以具有超前性，道德作为意识形态的重要组成部分当然应该具有先进性，“理想道德”是我们所应提倡和发扬的高尚价值目标，理应成为道德建设的主导；“基础道德”建设是社会道德建设的根基，更是“理想道德”建设的根基，因而，理应成为道德建设的主体。本文还提出政府干预下的道德动力的激活与强化是道德建设的又一有效路径的观点。论证了道德内动力与道德需要的关联，利用利益流转价值理念和道德自尊价值理念引领公民道德行为选择，利用从众心理和归属需求培育公民的道德需求心理。当然，无论是道德内动力的激活还是道德外动力的强化，都离不开政府的道德干预。最后，本文提出社会转型期道德建设的根本所在是实现道德制度化。论述了道德制度化的可能性与必要性、道德制度化的现实意义、道德制度化的原则以及道德制度化的实施路径等。
[Abstract]:At present, China has entered an accelerated period of social transformation. In the past 30 years or so, the speed of China's economic growth and wealth growth has attracted worldwide attention, but at the same time, the issue of moral disorder has also become the focus of attention in China today. This seriously troubled the social harmony and stability and the further development of the economy. The phenomenon of moral disorder is more prominent in the field of social morality and professional ethics, with the loss of moral bottom line, the loss of moral evaluation, the absence of ideals and beliefs and the prevalence of money worship. In modern civilized society, the moral problem is not only the quality and cultivation of citizens, but also the embodiment of the spiritual outlook of the country and the nation, and even the political aspect of the life and death of the state and the nation. At present, while developing economy and increasing social material wealth, the state should pay special attention to the construction of spiritual civilization, especially to the improvement of the quality of citizens and the rectification of moral order. Objectively speaking, governments at all levels have always been unremitting in moral construction, the movement of moral construction has never stopped, moral models emerge in endlessly, but the moral order has always been unsatisfactory. The purpose of this paper is to explore the effective path of moral construction in the period of social transformation, to put forward the viewpoint that the construction of new moral order must be completed under the effective intervention of the government, and to construct the multi-dimensional path combination of moral construction under government intervention. In the course of the research on this topic, we have carried out the basic principles of scientific research combining theory with practice, and we have tried to be close to the realistic needs of the current social development in China, and also to the practical needs of the reform of China's political system. Therefore, it has important theoretical and practical significance. This paper points out that the key link of moral construction in the social transition period is the government's moral intervention. This paper demonstrates the necessity and rationality of the government's moral intervention, and points out that the practical premise of the government's moral intervention is to optimize the government's professional ethics, including the government's ruling morality and the official's individual morality. Government professional ethics is the steering wheel of the whole social morality. Only when the government professional ethics is optimized, can the moral optimization of the whole society be driven. In this paper, a series of demands of the government in the practice of social moral construction in the past are integrated and ordered, and it is pointed out that the construction of "ideal morality" is the leading factor of moral construction in the period of social transformation. And the construction of "basic morality" is the view of the subject of moral construction in this period. As an important part of ideology, morality, as an important part of ideology, should of course be advanced. "ideal morality" is the noble value goal that we should advocate and carry forward. The construction of "basic morality" is the foundation of the construction of social morality and the foundation of the construction of "ideal morality", therefore, it should be the main body of moral construction. This paper also points out that the activation and strengthening of moral motive force under government intervention is another effective way for moral construction. This paper demonstrates the relationship between moral inner motive force and moral need, uses the value idea of profit circulation and moral self-esteem to lead the choice of citizen's moral behavior, and cultivates citizen's moral demand psychology by means of conformity psychology and belonging demand. Of course, both the activation of moral internal motive force and the strengthening of moral external motive force can not be separated from the government's moral intervention. Finally, this paper points out that the fundamental of moral construction in social transformation period is to realize moral institutionalization. This paper discusses the possibility and necessity of moral institutionalization, the practical significance of moral institutionalization, the principles of moral institutionalization and the implementation path of moral institutionalization.
