【摘要】：互联网技术自20世纪60年代问世以来,极大地推动了人类社会的进步,正在深刻影响着人类社会的生产生活方式。网络空间是现实社会的延伸,随着网络空间的不断发展壮大,意识形态安全问题迅速扩展至网络空间。人们需要正确理解和准确把握互联网技术为人类社会发展所带来的机遇和挑战,正视复杂而严峻的网络空间意识形态安全形势。在互联网时代,以美国为首的西方国家把现实社会中的“霸权主义”延伸至网络空间,凭借经济和技术优势,试图垄断作为“全球性资源”的网络空间。当前,拥有7亿网民的中国,需要创新发展互联网经济,推动中国特色社会主义建设,需要不断凝聚社会共识,为中华民族伟大复兴创造良好的意识形态安全环境。本文运用马克思主义关于意识形态的基本理论,运用马克思主义的世界观和方法论,立足当前我国网络空间意识形态安全面临的新情况、新问题,综合运用比较研究法、案例分析法、多学科研究法,研究新形势下我国网络空间意识形态安全建设的重大现实问题。本文的主要内容如下:第一,梳理马克思关于意识形态的理论。马克思意识形态理论是在对“德意志意识形态”在内的一切唯心主义的批判过程中逐渐形成的。马克思批判“德意志意识形态”停留在纯粹的思想层面,指出作为“虚假的观念体系”的意识形态将客观现实与思想观念相混淆、颠倒;作为“观念上层建筑”的意识形态是现实社会在人的头脑中的真实反映;作为“占统治地位的思想”的意识形态是指,在一定社会历史条件下的统治阶级或利益集团,为了实现自身思想观念和社会经济发展基础的紧密结合,形成的具有维护统治阶级、社会集团利益的思想观念体系。第二,考察当前我国网络空间意识形态安全面临的机遇和挑战。不可否认,互联网技术促进了人类社会的巨大发展,为网络空间意识形态安全建设创造了难得的机遇,包括拓展意识形态建设空间,增加意识形态传播渠道,创新意识形态工作方法。同时,互联网技术给社会主义意识形态建设带来了前所未有的挑战,比如,历史虚无主义、新自由主义、普世价值等社会思潮的网络渗透日益严重,美国等西方国家试图主导网络空间的话语权,频繁发生的网络事件容易升级为意识形态安全事件。本文紧紧围绕社会主义与资本主义两种道路的分歧、矛盾与冲突,从内因和外因角度,分析我国网络空间意识形态安全面临挑战的原因。第三,明确我国网络空间意识形态安全建设的指导思想。在互联网时代,马克思主义在我国意识形态领域的指导地位只能加强和巩固,不能放松和消解。当前,我国正处于中华民族伟大复兴的历史新起点,意识形态工作要为其“保驾护航”,维护意识形态安全、增强国家软实力、建设网络强国。为了实现这一目标,网络空间意识形态安全建设必须遵循一定的原则。网络空间主权是国家主权的重要组成部分,是国家主权在网络空间的延伸和反映,因此,首先要维护网络空间国家主权。同时,坚持党管媒体原则,坚持党性与人民性的统一。第四,从治理和传播两个方面提出网络空间意识形态安全建设的具体措施。一方面,网络空间是全新的社会形态,网络空间意识形态安全需要与之相适应的治理体系建构。本文强调政府管理与社会自律、完善制度与改进技术、国内治理与国际合作的有效结合,提出包括国家治理、社会治理、全球治理等三个层面的治理途径。另一方面,主流意识形态传播是意识形态安全建设的重要内容,主流意识形态的传播效果,直接影响着国家意识形态的安全。在互联网时代,意识形态的传播环境、方式、内容等发生了深刻变化,要求网络空间主流意识形态的传播必须尊重网络空间意识形态的特性、遵循网络空间意识形态的传播规律。新形势下,网络空间主流意识形态的传播主体建设、传播话语建构、传播技术创新是决定网络空间主流意识形态传播效果的关键因素。网络空间意识形态安全作为总体国家安全的重要组成部分,在巩固政权和促进经济社会发展中发挥着不可替代的作用。当前,推进网络空间意识形态安全建设,对于实现中国民族伟大复兴有着特殊的重要意义。本文研究网络空间意识形态安全问题,这对于巩固马克思主义在意识形态领域的指导地位,推进中国特色社会主义意识形态安全建设,具有一定的借鉴意义。
