思想政治工作视域下石油企业员工帮扶计划(EAP)研究

【摘要】:依照我国十二五规划纲要,结合《中共中央宣传部、国务院国资委关于加强和改进新形势下国有及国有控股企业思想政治工作的意见》相关要求,强调了我国大型国有企.业在党和国家工作全局中具有重要地位和作用,提出了如何切实有效落实企业稳定、快速、高效发展这个已经成为当前国有企业面临的巨大问题和挑战的解决思路与方案。其中,在众多国有企业中,石油企业具有十分重要的地位,其健康发展与否同国家能源战略、国家能源安全息息相关,也是保障我国经济稳定发展、提升国际影响力的基石。因此,我国石油企业如何做到健康发展,已经成为当前人们必须关注的问题之一。 本文从传统的思想政治工作入手,将其与现代员工帮扶计划(EAP)体系进行有机结合,思考与分析了当前中国国情下,思想政治工作视域下石油企业EAP的理论应用与体系建设问题,旨在为立足于我国实际情况中的石油企业提供一种符合企业现实发展规律的,行之有效的员工帮扶体系,对员工心理健康隐患与问题的及时发现和干预,达到稳定企业员工队伍,优化企业员工素养,提升企业员工绩效,提高企业有效利润的作用,最终实现推动我国改革核心,价值体系建设,构建社会主义和谐社会的作用。 本文认为,结合传统的思想政治工作以协同开展EAP计划是我国石油企业应对国内外挑战时具备核心竞争力的有效方式。思想政治工作作为我国一种具有历史经验的组织手段,能够为符合我国实际国情的企业员工辅助工作提供理论指导,为EAP在我国石油企业的落实提供理论依据,对EAP方法的应用提出约束与指导,因此,必须通过制度策略、技术扩展和心理沟通等措施来进行拓展应用,以促进企业的良性发展,不断促进社会的和谐与稳定。
[Abstract]:According to the outline of the 12th Five-Year Plan of our country, combined with the opinions of the propaganda Department of the CPC Central Committee and the State Administration and Administration Commission of the State Council on strengthening and improving the ideological and political work of the state-owned and state-owned holding enterprises under the new situation, the relevant requirements are emphasized. Industry plays an important role in the overall work of the Party and the state. This paper puts forward how to effectively implement the stability, rapid and efficient development of enterprises, which has become a great problem and challenge that state-owned enterprises are facing. Among them, among many state-owned enterprises, petroleum enterprises have a very important position. Their healthy development is closely related to national energy strategy and national energy security. It is also the cornerstone of ensuring the stable development of our economy and enhancing the international influence. Therefore, how to achieve healthy development of Chinese petroleum enterprises has become one of the problems that people must pay attention to. Starting from the traditional ideological and political work, this paper organically combines it with the modern employee support plan (EAP) system, thinking and analyzing the theoretical application and system construction of the petroleum enterprise EAP under the current situation of China, in the field of ideological and political work. The purpose of this paper is to provide an effective and effective staff support system for the petroleum enterprises based on the actual situation of our country, and to find and intervene in time the hidden dangers and problems of the employees' mental health. To stabilize the staff, optimize the quality of employees, improve the performance of employees, improve the role of effective profits of enterprises, and ultimately achieve the role of promoting the core of reform, value system construction, building a harmonious socialist society. This paper holds that it is an effective way for our petroleum enterprises to have the core competence when they meet the challenges at home and abroad to carry out the EAP program in cooperation with the traditional ideological and political work. Ideological and political work, as a kind of organization means with historical experience, can provide theoretical guidance for the auxiliary work of employees in accordance with the actual situation of our country, and provide theoretical basis for the implementation of EAP in petroleum enterprises of our country. In order to promote the healthy development of enterprises and promote the harmony and stability of society, it is necessary to expand the application of EAP through the measures of system strategy, technology expansion and psychological communication.
