国家治理现代化视域下社会主义核心价值观培育研究

【摘要】：党的十八大明确了社会主义核心价值观的基本内涵:“富强、民主、文明、和谐;自由、平等、公正、法治;爱国、敬业、诚信、友善。”为社会主义核心价值观的培育和践行提出了最简明扼要的规范和要求。在党和国家大力推进社会主义核心价值观教育活动的同时,与之相伴的是我国的社会主义现代化建设进入到全面深化改革的新阶段。如何进一步有效推动社会主义核心价值观培育,就必须深入分析全面深化改革背景下核心价值观培育所要面临的新情况、新问题和新要求。国家治理现代化是全面深化改革最直接的目标要求,同样也是社会主义核心价值观培育所不容忽视的现实背景。重视和积极探索基于国家治理现代化视域下的社会主义核心价值观培育思路与方法,能够从根本上有效提升社会主义核心价值观培育的针对性、实效性、长效性。本文主要内容为以下六部分:第一部分:绪论。本部分主要是本文开展地研究目的、意义以及国家治理现代化、社会主义核心价值观培育相关领域的研究综述,并就文章的研究方法与重难点做简单论述。第二部分:国家治理现代化与社会主义核心价值观的理论概述。本部分主要是对“治理、国家治理、国家治理现代化、价值观、核心价值观、社会主义核心价值观”这几个核心概念的基本内涵、特征等进行分析和阐释。第三部分:国家治理现代化与社会主义核心价值观的契合性。本部分从三个方面深入分析国家治理现代化与社会主义核心价值观的内在关系,提出国家治理现代化与社会主义核心价值观具有历史现实的关联性、理论实践的同一性和目标指向的一致性,二者在当前全面深化改革的新阶段,互促进、相融合、共发展。第四部分:国家治理现代化视域下社会主义核心价值观培育的背景与挑战。本部分主要就当前社会主义核心价值观培育所面临的国内外背景做总体分析,以及社会主义核心价值观培育所面临的现实挑战。第五部分:国家治理现代视域下社会主义核心价值观培育的基本原则与要求。本部分主要论述了社会主义核心价值观培育必须要坚持顶层化、社会化、生活化的基本原则。同时,也必须坚持合法性、科学性、稳定性、适用性的现实性要求。第六部分:国家治理现代化视域下培育社会主义核心价值观的路径思考。本部分主要论述了如何在国家治理现代化视域下提升社会主义核心价值观培育有效性的思路与方法。
[Abstract]:The 18th National Congress of the CPC made clear the basic connotation of the socialist core values: "Rich and strong, democratic, civilized, harmonious; freedom, equality, justice, the rule of law; patriotism, professionalism, honesty, and friendliness." For the cultivation and practice of socialist core values put forward the most concise norms and requirements. While the Party and the country are vigorously promoting the education of socialist core values, the socialist modernization construction of our country has entered a new stage of deepening the reform in an all-round way. How to further effectively promote the cultivation of socialist core values, we must deeply analyze the new situation, new problems and new requirements of the cultivation of core values under the background of deepening the reform in an all-round way. The modernization of national governance is the most direct goal of deepening the reform in an all-round way, and it is also the realistic background which can not be ignored in the cultivation of socialist core values. Paying attention to and actively exploring the cultivation ideas and methods of socialist core values based on the view of modernization of national governance can fundamentally and effectively promote the pertinence, effectiveness and long-term effectiveness of the cultivation of socialist core values. The main contents of this paper are as follows: the first part: introduction. This part is a summary of the research on the purpose, significance, modernization of national governance and cultivation of socialist core values in this paper, and briefly discusses the research methods and difficulties of the article. The second part: the theory of governance modernization and socialist core values. This part mainly analyzes and explains the basic connotation and characteristics of the core concepts of "governance, modernization of national governance, values, core values and socialist core values". The third part: the conformity between the modernization of national governance and socialist core values. This part deeply analyzes the internal relationship between the modernization of national governance and the socialist core values from three aspects, and points out that the modernization of national governance and the socialist core values have historical and realistic relevance. The identity of the theory and practice and the consistency of the goal, both promote each other, merge and develop together in the new stage of deepening the reform in an all-round way at present. The fourth part: the background and challenge of socialist core values cultivation in the view of national governance modernization. This part mainly analyzes the domestic and foreign background of the cultivation of socialist core values and the realistic challenges faced by the cultivation of socialist core values. The fifth part: the basic principles and requirements of the cultivation of socialist core values under the modern vision of national governance. This part mainly discusses the basic principle that the cultivation of socialist core values must adhere to the top level, socialization and life. At the same time, must also adhere to the legitimacy, scientific, stability, applicability of the realistic requirements. The sixth part: how to cultivate socialist core values under the view of national governance modernization. This part mainly discusses how to promote the effective cultivation of socialist core values in the field of national governance modernization.
