德法并举:规范视域下的公民价值观教育

【摘要】：道德规范和法律规范是社会主义核心价值观由意识形态向人们行为过渡的两种主要表现形态。通过道德规范的自律作用推进核心价值观教育,关键是要根据国家、社会和公民三方面的价值关系,确立当代公民道德规范建设的总要求,进一步凝练公民基本道德规范,深化具体道德规范建设;通过法律规范的他律作用推进核心价值观教育,要在立法、执法、司法、守法等重要环节中贯彻民主、平等、公正等价值理念,做到科学立法、秉公执法、公正司法、自觉守法。法德并举,要求道德规范与法律规范在建设目标上具有一致性,在内涵设置上具有协调性,并坚持依法治国与以德治国"两手抓,两手都要硬",推动法律规范与道德规范在实践中"一外一内"相配合,促进社会主义核心价值观外化于行,内化于心。
[Abstract]:Moral norms and legal norms are the two main forms of the transition of socialist core values from ideology to people's behavior. The key to promoting the core value education through the self-discipline of moral norms is to establish the general requirements of the construction of contemporary citizens' moral standards according to the value relations among the state, society and citizens, and further refine the basic moral norms of citizens. To deepen the construction of specific moral norms, to promote the education of core values through the heteronomy of legal norms, to carry out the values of democracy, equality and fairness in the important links of legislation, law enforcement, justice, etc., and to legislate scientifically, Enforce the law impartially, justly and conscientiously abide by the law. The simultaneous development of France and Germany requires that the moral norms and the legal norms should be consistent in the goal of construction and harmonious in the setting of connotation, and insist on managing the country according to law and governing the country by virtue at the same time. "both hands should be hard", we should promote the coordination of legal norms and moral norms in practice, and promote the externalization and internalization of socialist core values in the mind.
