现代公民意识与国家凝聚力

【摘要】：公民及公民意识是现代宪政运动的产物,现代民主法治国家与现代公民意识可以说互为表里,互为因果,相辅相成,相互促进。国家凝聚力说得通俗一点就是国民,即公民对待国家或政府的态度。国家凝聚力的核心要素是人民与政府之间公信力与向心力的互动关系,而向心力又体现为人民对国家或政府的信任感、认同感和归属感。由于整个国家,包括政府官员都是由国家的公民组成,所以,公民的基本素质即公民意识在国家状况和国家与公民的关系上起着举足轻重的作用,即公民意识与国家凝聚力呈现正相关系:公民意识的强弱决定国家的文明程度高低;公民意识的状况决定国家公职人员的素质;公民意识的强弱程度制约着国家法治建设的状况;公民意识的强弱影响着政府官员的廉洁状况。可以说公民意识的强弱决定着国家凝聚力的状况,在全球化背景下的今天,如果没有现代公民意识的成功培育,一个民主法治的现代国家,一个具有强大感召力和凝聚力的民族和政府国家都是无法相像的。
[Abstract]:Citizen and citizen consciousness are the product of modern constitutional movement. Modern democratic country and modern citizen consciousness can be said to be each other, cause and effect, complement each other and promote each other. National cohesion is said to be a national, that is, the attitude of citizens to the state or government. The core element of national cohesion is the mutual relationship between the credibility and the centripetal force between the people and the government, and the centripetal force embodies the people's trust, identity and sense of belonging to the country or government. Since the whole country, including government officials, is made up of citizens of the country, the basic quality of citizens, that is, the sense of citizenship, plays an important role in the state of the country and the relationship between the state and the citizens. That is, the relationship between citizen consciousness and national cohesion is positive: the degree of civilization is determined by the strength of citizen consciousness, the quality of public servant is determined by the condition of citizen consciousness; The degree of civil consciousness restricts the construction of the country's rule of law, and the strong or weak of civil consciousness affects the clean state of government officials. It can be said that the strength of civic consciousness determines the state of national cohesion. Under the background of globalization, if there is no successful cultivation of modern civic consciousness, a modern country with democracy and the rule of law, A nation with strong appeal and cohesion cannot be likened to a state of government.
