基于新型城乡关系的苏南乡村空间转型与规划对策研究

【摘要】：当前,我国城乡一体化发展的趋势日益明显,城乡关系进入了融合发展的阶段。在经济社会转型发展的背景下,传统乡村聚落的空间形态或多或少表现出对聚落转型发展要求的不适应性,出现了诸如空间资源匮乏、文化特色缺失、生态环境恶化等问题。按照新马克思主义理论,空间转型与重构的本质是社会变迁的产物。新型城乡关系的确立,客观上促进了乡村空间的演变,并为其转型提供了一个新的动力环境和发展方向。鉴于此,本文基于社会空间的视角,将苏南乡村空间演变“嵌入”到苏南城乡关系变迁的场景中,分析城乡关系作用下乡村空间演变特征与机制,以及新型城乡关系要求下苏南乡村空间转型的目标范式;并基于新型城乡关系的内涵,提出苏南乡村空间转型的规划对策。首先,从城乡互动的角度入手,将改革开放以来苏南城乡关系的演变分为三个阶段,并探讨每个阶段城乡关系的发展特征,及其作用下苏南乡村空间的功能、结构和景观特征,并详细剖析了城乡关系作用下苏南乡村空间转型的作用机制。其次,通过对新型城乡关系内涵的解读,剖析了当前苏南乡村空间转型的趋势与隐忧,并在此基础上提出苏南乡村空间转型的目标取向。研究认为:(1)苏南乡村空间转型的空间目标应实现“一维”向“三维”转变,即城乡经济、社会和生态空间的均衡;(2)苏南乡村空间转型应实现“静态-孤立”向“互动-整合”转变,即转型过程的动态性、协调性和系统性。最后,基于新型城乡关系内涵的指导,文章提出了促进乡村空间转型的规划对策:(1)规划的指导思想要体现主体的平等性、方法的系统性和过程的可持续性;(2)规划策略的制定要促进乡村生产空间、生活空间和生态空间的重构;(3)土地制度建设、乡村治理转型和财税金融改革等相关政策的支撑是规划实施的重要保障。
[Abstract]:At present, the trend of urban-rural integration in China is becoming more and more obvious. The urban-rural relationship has entered the stage of integration and development. In the context of economic and social transformation and development, The spatial form of traditional rural settlements is more or less inadaptable to the requirements of the transition and development of settlements, and problems such as the scarcity of space resources, the lack of cultural characteristics, the deterioration of the ecological environment, etc. According to the new Marxist theory, The essence of spatial transformation and reconstruction is the product of social vicissitude. The establishment of new urban-rural relationship has objectively promoted the evolution of rural space and provided a new dynamic environment and development direction for its transformation. Based on the perspective of social space, this paper "embeds" the rural spatial evolution of southern Jiangsu into the scene of the change of urban-rural relationship in southern Jiangsu, and analyzes the characteristics and mechanism of rural spatial evolution under the function of urban-rural relationship. Based on the connotation of the new urban-rural relationship, the planning countermeasures of rural spatial transformation in southern Jiangsu are put forward. First, from the perspective of urban-rural interaction, the paper puts forward the planning strategies of rural spatial transformation in southern Jiangsu. The evolution of the urban-rural relationship in southern Jiangsu since the reform and opening up is divided into three stages, and the development characteristics of the urban-rural relationship in each stage are discussed, as well as the function, structure and landscape characteristics of rural space in southern Jiangsu. Secondly, through the interpretation of the connotation of the new type of urban-rural relationship, it analyzes the current trend and hidden worries of the rural space transformation in southern Jiangsu. On the basis of this, the paper puts forward the goal orientation of rural spatial transformation in southern Jiangsu. The study holds that the spatial goal of rural spatial transformation in southern Jiangsu should be transformed from "one-dimensional" to "three-dimensional", that is, urban and rural economy. The transformation of rural space in southern Jiangsu should realize the transformation from "static isolation" to "interaction and integration", that is, the dynamic, coordinated and systematic transition process. Finally, based on the guidance of the connotation of the new urban-rural relationship, the rural space transformation in southern Jiangsu should be carried out in a dynamic, coordinated and systematic manner. This paper puts forward the planning countermeasures to promote the transformation of rural space: the guiding ideology of planning should embody the equality of the main body, the systematization of methods and the sustainability of the process should be formulated to promote the rural production space. The reconstruction of living space and ecological space and the construction of land system, the transformation of rural governance and the reform of finance and finance are the important guarantee for the implementation of the plan.
