多元化治理模式下南宁市政府公共文化服务职能错位的成因及矫治研究

【摘要】：自20世纪下半叶以来,文化的快速发展已经渗透到我们的知识、信息、娱乐、休闲之中,是一个国家软实力的重要体现。党的十八大设定的全面建成小康社会目标之一就是“文化软实力显著增强”。近年来,南宁市政府也提出了“把南宁建设成为具有重要影响力的区域文化中心和文化交流枢纽”的宏伟目标。公共文化服务作为文化的重要组成部分,也是政府的重要职能之一,对市民百姓的精神文化生活有着重大影响。本研究选取南宁市公共文化服务为研究对象,通过规范分析法、比较分析法、实证分析法查找南宁市政府公共文化服务职能错位的成因,并用新公共管理等理论知识去研究对策,结合南宁市自身特点,提出一些符合地方实际、具有可操作性的矫正建议,为南宁市公共文化发展建言献策。通过对多元化治理模式下南宁市政府公共文化服务的研究分析,思想观念和旧有文化体制制约,缺乏统筹有力的综合部门,文化类民间组织发展缓慢等因素严重制约了南宁市公共文化服务水平。针对相关问题,提出了创新政府公共文化服务观念,深化文化机构改革,强化政府扶持、激励作用,鼓励其它公共文化服务主体发展,完善文化领域人才机制等建议。
[Abstract]:Since the second half of the 20th century, the rapid development of culture has penetrated into our knowledge, information, entertainment and leisure, which is an important embodiment of a country's soft power. One of the goals set by the 18th National Congress of the Party to build a well-off society in an all-round way is to significantly enhance the soft power of culture. In recent years, Nanning municipal government has also put forward the grand goal of "building Nanning into a regional cultural center and cultural exchange hub with important influence". As an important part of culture, public cultural service is also one of the important functions of the government, which has a great influence on the spiritual and cultural life of the common people. This study selects Nanning public cultural service as the research object, through the normative analysis method, the comparative analysis method, the empirical analysis method to find the Nanning municipal government public cultural service function dislocation causes, With the new public management and other theoretical knowledge to study the countermeasures, combined with the characteristics of Nanning, put forward some practical and operable corrective suggestions for the development of public culture in Nanning. Through the research and analysis of the public cultural service of Nanning municipal government under the pluralistic governance mode, the restriction of ideology and old cultural system, the lack of a comprehensive department, The slow development of cultural non-governmental organizations has seriously restricted the level of public cultural services in Nanning. In view of the related problems, the paper puts forward some suggestions, such as innovating the concept of public cultural service, deepening the reform of cultural institutions, strengthening government support, encouraging the development of other public cultural service subjects, and perfecting the talent mechanism in the field of culture.
