基于逻辑框架分析的村庄规划方法研究

【摘要】：村庄规划作为统筹城乡发展的重要指导,其根本目的是改善村庄人居环境,促进村庄经济、社会和生态全面发展。村庄规划长期以来受到城乡二元结构背景的影响,其发展始终滞后于城市规划,并常常陷入套用城市规划思路的桎梏,以致许多村庄规划在实施过程中问题百出。村庄规划问题的凸显,与传统“自上而下”的村庄规划模式中利益相关者参与缺失、村庄问题了解不够深入以及村庄发展目标定位不准确都有着密切的关系。这些问题严重影响了村民正常的生产生活,而且在很大程度上制约了农村的可持续发展。本文结合案例研究,系统地将一套项目管理中的逻辑框架方法(LFA)运用于村庄规划过程中：通过参与式农村评估和利益相关者分析方法,进行村庄历史及现状调查：基于村庄调查结果,利用问题树分析和目标树分析方法对村庄存在的问题以及未来发展目标进行了分析,构建了村庄规划目标体系；基于目标体系,采用逻辑框架分析方法确定了村庄规划内容。具体包括：(1)参与式农村评估和利益相关者分析方法在村庄调查中的运用,明确了村民在村庄规划中的主体作用,加强了以村民为主体的利益相关群体的交流,提高了村民参与到村庄规划中的积极性；充分挖掘了深藏于村民记忆中的乡土知识及其对村庄的认知,得到了全面而又准确的村庄历史信息及现状信息,为村庄规划的问题-目标分析奠定了基础。(2)通过村庄问题-目标分析,大量关系复杂的村庄问题得以系统地归类和整理,建立了关于村庄基础设施、土地利用、景观建设等多个方面的问题树和目标树。问题树和目标树的建立使村庄规划过程中的各方利益相关者能够直观地了解村庄内部存在的问题,明确与问题相应的发展目标。经过策略分析,构建村庄规划目标体系,为村庄规划的逻辑框架分析提供了依据。(3)通过逻辑框架分析,规划目标体系转化为规划措施体系,规划措施又根据规划要求进行分配,形成完整的村庄规划内容。基于逻辑框架分析的村庄规划阐明了村庄问题、发展目标以及规划内容之间的内在联系,并将规划内容延伸至规划设计、规划实施以及后期管理和评估等过程,实现了在村级规划尺度上将多级、多类型规划文本一体化的规划模式。基于以上研究,本文建立了一套基于逻辑框架分析的村庄规划方法。该方法注重对规划全过程的分析,每个步骤都强调理性规划与村民参与的结合。由此建立的村庄规划体系立足于村庄实际、逻辑性高、未来导向性强。同时希望通过本研究为今后村庄规划制度的建立以及村庄规划体系的完善提供一套可行的方法论。
[Abstract]:Village planning as an important guide for urban and rural development, its fundamental purpose is to improve the living environment of villages, promote village economy, social and ecological development. The village planning has long been influenced by the two yuan structure of urban and rural areas, and its development lags behind urban planning, and often falls into the shackles of the idea of urban planning. There are many problems in the implementation process of many villages. The prominent problem of village planning is closely related to the lack of stakeholder participation in the traditional "top-down" village planning model, the lack of understanding of the village problem and the inaccurate positioning of the village development goals. These problems seriously affect the normal production of the villagers. Life, and to a great extent, restricts the sustainable development of rural areas. In this paper, a case study is used to systematically apply a set of logical framework methods (LFA) in project management in the process of village planning: through participatory rural assessment and stakeholder analysis, the history and status of villages are investigated: based on the village survey The problem tree analysis and target tree analysis are used to analyze the problems existing in the village and the future development goals, and the village planning target system is constructed. Based on the target system, the village planning content is determined by the logical framework analysis method. (1) the participatory rural assessment and stakeholder analysis methods are included. The application of the village investigation clearly defines the main role of the villagers in the village planning, strengthens the exchange of the villagers as the main body of interest related groups, improves the enthusiasm of the villagers to participate in the village planning, and fully excavates the local knowledge and the cognition of the village in the memory of the villagers, and obtains a comprehensive and accurate village. The historical information and present information of the village laid the foundation for the problem of the village planning and the objective analysis. (2) through the village problem target analysis, a large number of complicated village problems have been systematically classified and collate, and the problem tree and target tree, problem tree and target tree on village infrastructure, land use and landscape construction have been established. The establishment of the standard tree enables the stakeholders in the village planning process to understand the problems existing in the village intuitively and define the corresponding development goals. Through the strategy analysis, the village planning target system is constructed to provide the basis for the analysis of the logical framework of village planning. (3) through the logical framework analysis, the target system is planned. The planning measures are transformed into the planning system, and the planning measures are allocated according to the planning requirements to form a complete content of the village planning. The village planning based on the logical framework analysis illustrates the village problem, the development goal and the inner link between the planning content, and extends the planning content to the planning and design, the planning implementation, and the later management and evaluation. Based on the above research, a set of village planning methods based on logical framework analysis are established. This method emphasizes the analysis of the whole process of planning, and each step emphasizes the combination of rational planning and villagers' participation. The village planning system is based on the reality of the village, has a high logic and a strong orientation in the future. At the same time, we hope to provide a feasible methodology for the establishment of the village planning system and the improvement of the village planning system.
