【摘要】：近年来广场舞在全国蓬勃发展,已经成为了一项深受广大人民群众喜爱的文化体育活动,在积极响应全民健身的号召,全面贯彻落实全民健身计划方面起到了积极作用。人民群众通过参与广场舞活动进行体育锻炼,提高了国民身体素质,丰富了城乡基层群众精神文化生活,也向社会展示了群众良好的精神风貌。四部门联合发文将广场舞活动纳入基层社会治理体系,是近年来有关广场舞的一大创新举措,国家对广场舞的重视程度上升到了更高的层面。如何治理当前广场舞发展中存在的问题和规避未来发展中的隐患,引导广场舞规范、有序发展,满足人民群众的体育健身需求和精神文化需求是我们治理的重点。本文以广场舞的治理为研究对象,通过查阅文献资料、实地访谈、逻辑分析等研究方法,运用治理理论从政府、社会组织、市场三个主体出发,总结了当前我国针对广场舞问题已经采取的治理实践,通过对三大主体的治理实践进行深入分析,论证并完善治理实践中存在的不足,从而开拓广场舞发展的新思路,探索广场舞治理路径。本文运用多元治理的理论知识,考虑到广场舞中存在纷繁复杂的问题,强调政府、社会组织、市场之间联合行动、平等合作,通过调和三大主体之间的的冲突和利益,努力探索出一条科学、合理、有效的治理路径,让广场舞更好地服务于群众,使项这体育活动的公共利益最大化。首先,政府要增强“硬指标”,在制定合理的规定、规则并提供硬件的保证的基础下,放开手让其他治理主体能够参与到广场舞治理中,对社会组织和市场的治理实践活动进行监管和引导。然后,社会组织要提升“软服务”,在政府和市场之间充当一种粘合剂的角色,为广场舞提供更好的舞蹈创作、培训和讲座,使广场舞参与者能够提高自身素养,从而促进广场舞的健康、文明、有序发展。其次,市场中的企业作为广场舞产品的开发者、销售者和广场舞比赛的赞助商,要积极为广场舞活动的开展提供资源和服务,在政府监管的范围内合理合法的获取利益,在获得利益的同时促进广场舞的发展。最后,广场舞爱好者作为广场舞直接的参与者与组织者,需要加强公共意识和自我保护意识,在不侵犯他人权利的同时维护好自身权利,避免广场舞矛盾的产生,促进广场舞的和谐发展。
[Abstract]:In recent years, square dance has developed vigorously throughout the country, and has become a popular cultural and sports activity, which is actively responding to the call for national fitness. The comprehensive implementation of the national fitness plan has played a positive role. The masses of the people have improved their physical fitness by participating in square dancing activities, enriching the spiritual and cultural life of the grassroots people in urban and rural areas. It also shows the good spiritual outlook of the masses. The four departments jointly issued a paper to bring the square dance activities into the grass-roots social governance system, which is a major innovative measure concerning square dancing in recent years. The national attention to square dance has risen to a higher level. How to deal with the problems existing in the development of square dance and avoid the hidden dangers in the future, guide the square dance to develop in an orderly way, Meeting the people's need for physical fitness and spiritual and cultural needs is the focus of our governance. This paper takes the governance of square dance as the research object, through consulting literature, field interviews, logic analysis and other research methods, Using the governance theory from the government, social organization, the market three main body, summarized the current square dance problem of our country has adopted the governance practice, through the three main body governance practice to carry on the thorough analysis, In order to develop new ideas of square dance development and explore the governance path of square dance, this paper uses the theory knowledge of plaza dance, considering the complex problems in square dance, emphasizes the government, Social organizations, market joint action, equal cooperation, through reconciling the conflicts and interests among the three main bodies, we strive to explore a scientific, reasonable and effective governance path, so that the square dance can better serve the masses. To maximize the public interest of this sport. First, the government should strengthen the "hard target". On the basis of formulating reasonable regulations, rules and providing hardware guarantees, the government should release its hands so that other governing bodies can participate in the square dance governance. To supervise and guide the practical activities of social organization and market governance. Then, social organizations should promote "soft service", act as a kind of glue between government and market, and provide better dance creation, training and lectures for square dance. In order to promote the square dance healthy, civilized and orderly development. Secondly, the enterprises in the market are the developers, sellers and sponsors of the square dance competition. We should actively provide resources and services for the development of the square dance activities, obtain the benefits reasonably and legally within the scope of government supervision, and promote the development of the square dance while obtaining the benefits. Finally, As the direct participants and organizers of square dance, square dance enthusiasts need to strengthen public awareness and self-protection consciousness, protect their own rights while not infringing upon others' rights, and avoid the emergence of contradictions in square dancing. Promote the harmonious development of square dance.
