试论台湾美术教育的民间公益力量及对大陆的启示

【摘要】：目前国际社会之潮流正在由“大政府”向“大社会”转变,“公民社会”之建设乃新时代人类文明发展之必然趋势,“非营利组织”作为与政府公部门、商业私部门相对应的“第三部门”力量已经登上历史的舞台并发挥越来越重要的作用,尤其是其中的公益力量,协调起人民与国家之间的关系,维持着社会的和谐发展,除了在传统的扶弱济贫、维护人民权益等领域发挥必然的作用外,公益组织在美术教育,尤其是基础阶段的公民美学素养培育方面也扮演着学校官方教育所难于完成之任务角色。这方面,台湾的民间公益力量已经高效运转从而使之得到证实。本研究通过考察台湾基础美术教育情况,对台湾有关美术教育的公益组织体系进行了负责任的探讨。研究内容涉及了台湾美术教育非营利组织的形成和发展,美术教育非营利组织的活动方式以及与公部门关系等诸多方面,并详细介绍了一场民间组织所开展的实务教学帮扶活动——“艺术下乡”,深入浅出,由点到面,勾勒了台湾公益力量在美术教育领域所扮演的角色,并对其意义做出了客观的评价。我国在“十二五规划”中也明确表示要更广泛地发挥群众自主,发展民间组织,促进社会公益事业迈上新台阶,这一目标既需要靠我们自己主动探索,另一方面更要积极学习其它地区的既有之先进经验,两岸同属于中华,风俗习性近似度较高,因而台湾的公益组织在美术教育领域已经较为成熟的形态值得我们借鉴。
[Abstract]:At present, the trend of international society is changing from "big government" to "big society". The construction of "civil society" is the inevitable trend of the development of human civilization in the new era. The "third sector" of the commercial private sector has stepped onto the stage of history and played a more and more important role, especially in the public interest, coordinating the relationship between the people and the country, and maintaining the harmonious development of the society. In addition to playing an inevitable role in the traditional fields of helping the weak and helping the poor and safeguarding the rights and interests of the people, public welfare organizations play an important role in art education. In particular, the basic stage of the cultivation of civic aesthetic literacy also plays the role of school official education difficult to complete the task. In this respect, Taiwan's folk public welfare forces have been highly efficient to prove it. Based on the investigation of the basic art education in Taiwan, this paper makes a responsible study on the public welfare organization system of the art education in Taiwan. The content of the study involves the formation and development of the non-profit organizations of art education in Taiwan, the activities of the non-profit organizations in the art education, and the relationship with the public sector, and so on. It also introduces in detail a practical teaching activity carried out by non-governmental organizations, "Art going to the Countryside," which goes from point to face and outlines the role played by Taiwan's public welfare forces in the field of art education. And made an objective evaluation of its significance. In the 12th Five-Year Plan, our country also made it clear that it is necessary to give full play to the independence of the masses, develop non-governmental organizations, and promote the cause of social welfare to a new level. This goal needs to be explored on our own initiative. On the other hand, we should actively study the existing advanced experience of other regions. Both sides of the strait belong to China, and the customs and habits are similar. Therefore, Taiwan's public welfare organizations have become more mature in the field of art education.
