美国公共艺术激励性区域规划新旧政策的对比研究

【摘要】：美国公共艺术自20世纪80年代便在区域规划法中实施了激励性区域规划政策,使得公共艺术在制度层面和项目实施层面形成了一套完备的制度和政策体系。2010年开始在激励性区域规划政策中引入"自由量裁权",并确立了"公共艺术评审"和"公共艺术指引"。文章从政策实施背景、政策主要内容、政策成效和问题对美国新旧公共艺术激励性区域规划政策对比性研究,发现美国公共艺术制度立足点以区域文化和整体发展思路去规范和开发建设公共艺术项目与早期单纯的追求形象符号的政策有了很大的不同,公共艺术的价值内涵已经不再是纯粹追求开发商和建设商的利润最大化,而是在城市经济、文化、社会发展的综合考量。
[Abstract]:Since the 1980s, the public art of the United States has implemented the policy of encouraging regional planning in the regional planning law. It makes public art form a complete system of system and policy at the institutional level and project implementation level. In 2010, it introduced the "right of free measure" in the incentive regional planning policy, and established the "public art review" and the "public art review" and the "public art review" and the "public art review" and the "public art review" in 2010. The article is based on the background of policy implementation, A Comparative study of Policy contents, Policy effects and problems on the New and Old Public Art incentive Regional Planning policies in the United States, It is found that the standpoint of American public art system is very different from the policy of pursuing image symbol in the early days, which is to standardize and develop public art projects with the idea of regional culture and overall development. The value connotation of public art is no longer the pursuit of the profit maximization of developers and builders, but the comprehensive consideration of urban economy, culture and social development.
