国家社会科学基金项目通讯评审策略与态度的访谈研究

【摘要】：本研究通过深度访谈,调查探析了14名国家社会科学基金项目通讯评审专家的评审策略与态度。研究发现,受访专家在社科基金项目评审的总体标准指导下,主要采用两类评审策略:一类是"一点淘汰法",即只要不符合关键标准,课题就被否定;另一类是"比较法",即在同等条件下根据自己制定的优先顺序标准优中选优。在评审态度方面,所有受访专家均视评审为"神圣"任务。他们态度认真,尽力做到客观、公平;碰到不熟悉课题时,他们会查阅资料,防止误判。最后,受访专家还为项目申请者提出了中肯的建议。
[Abstract]:Through in-depth interviews, this study investigated the evaluation strategies and attitudes of 14 national social science fund project communication review experts. The study found that the experts interviewed were guided by the general criteria of the social science fund project review. Two kinds of evaluation strategies are mainly adopted: one is the "one point elimination method", that is, as long as it does not meet the key criteria, the subject will be denied; The other is "comparative law", that is, under the same conditions according to the criteria of priority. In terms of evaluation attitude, all the experts interviewed regard the evaluation as "sacred" task. They are serious, try their best to be objective and fair; When they are unfamiliar with the subject, they will consult the data to prevent misjudgment. Finally, the experts interviewed have made pertinent suggestions for the project applicant.
