网络时代政府公信力构建研究

【摘要】：随着我国网络信息技术的不断发展,社会出现了严重的政府公信力缺失现象。网络时代的政治生态环境非常复杂,它不仅受传统行政模式的影响,还受政府公开和行政问责因素的影响。但这种环境同时也为政府公信力构建营造了新环境和空间氛围。基于该现状,必须加大对政府公信力构建方法的研究力度,明确相关影响因素,并采取有效措施促进政府公信力构建工作的有效落实。在影响政府公信力构建的因素中,笔者认为网络因素影响力比较大,主要包括积极影响和消极影响,可以说网络时代就像一把双刃剑。一方面,网络时代的到来给政府公信力构建带来了更多挑战,主要包括对以往行政管理模式的挑战、网络权力主体和政府部门相互竞争的挑战,以及网上无政府主义对政府公信力构建的挑战。另一方面,随着网络时代的到来,政府公信力构建的良好机会也越来越多,在网络时代下,公众参政意识逐渐增强,在这种情况下,政府更加注重民意、关注民生。本文主要以网络时代为背景,根据网络时代创新性和特殊性,研究其对政府公信力构建的影响。要想促进政府公信力有效构建,必须加大相关调查研究力度,明确网络时代政府公信力相关问题,进而从政府、公众、网络环境三个方面入手分析,明确问题原因并采取科学合理的问题解决方法,从根本上提升政府公信力。面对网络时代给政府公信力建设带来的机遇与挑战,政府不仅要利用网络和公众良好交流,还要保证政府形象良好,采取必要的问题预防措施和解决措施,避免网络负效应产生,维护好政府良好形象。
[Abstract]:With the continuous development of network information technology in China, there is a serious lack of government credibility. The political ecological environment in the network age is very complex. It is influenced not only by the traditional administrative mode, but also by the factors of government openness and administrative accountability. But this kind of environment also creates the new environment and the space atmosphere for the government credibility construction at the same time. Based on the present situation, we must strengthen the research on the construction method of government credibility, clarify the relevant factors, and take effective measures to promote the effective implementation of the construction of government credibility. Among the factors that influence the construction of the government's credibility, the author thinks that the network factor has great influence, mainly including the positive influence and the negative influence, so it can be said that the network age is like a double-edged sword. On the one hand, the advent of the network era has brought more challenges to the construction of government credibility, mainly including the challenges to the past administration mode, the competition between the network power subjects and the government departments. As well as the online anarchism to the government credibility construction challenge. On the other hand, with the advent of the network era, there are more and more good opportunities to build the credibility of the government. In the network era, the awareness of public participation in politics is gradually strengthened. In this case, the government pays more attention to public opinion and people's livelihood. This article mainly takes the network age as the background, according to the network age innovation and the particularity, studies its influence on the government credibility construction. In order to promote the effective construction of the government's credibility, we must increase the relevant investigation and research, make clear the relevant problems of the government's credibility in the network age, and then analyze from three aspects: the government, the public and the network environment. Identify the cause of the problem and adopt scientific and reasonable solutions to improve the credibility of the government. In the face of the opportunities and challenges brought about by the construction of the credibility of the government in the network age, the government should not only make use of the network to communicate well with the public, but also ensure the good image of the government, and take necessary preventive measures and measures to solve the problems. Avoid network negative effects and maintain a good image of the government.
