新乡市校园足球布点学校评价指标体系的构建研究

【摘要】：2013年5月新乡市被列为河南省校园足球布点城市之一,此后,校园足球得到了进一步发展,但是,由于时间短,出现了较多的问题,并且各试点学校关于校园足球的工作并没有一个可操作性的标准去予以评价。因此,本论文通过对新乡市校园足球布点学校以及主管部门进行调查,并由相关足球方面的专家进行参与,研究构建新乡市校园足球的评价指标体系,为校园足球主管部门调研校园足球开展情况提供参考,也为新乡市校园足球的进一步开展提供一些可参考的理论依据。本研究采用文献资料法、问卷调查法、专家访谈法、特尔菲法、层次分析法、数理统计法和逻辑分析法,在对新乡市校园足球整体情况调研的基础上,研究构建新乡市校园足球的评价指标体系并在新乡市校园足球布点学校进行试测评,最后得出以下结论:1、新乡市校园足球联赛结构、校内活动、条件保障上还存在着一定的问题,不断提升校园足球开展的水平,建立科学完善的评价体系是必要的。2、构成新乡市校园足球布点学校评价体系的一级指标有五个分别是:校外竞赛、校内活动、师资队伍、足球文化和工作保障,其中校内活动是评价各布点学校的最重要的指标。3、构成新乡市校园足球布点学校评价体系二级指标一共有26个,分别是:校外竞赛、年度成绩、注册情况、比赛行为、球员输送、校外联赛、年度成绩、注册情况、校本课程、足球教学、活动时数、参加人数、校内比赛、足球校队、足球活动、训练营、各级宣传、师资培训、年龄结构、学历结构、激励措施、刊物发表、组织机构、规章制度、经费、设施及装备。4、新乡市校园足球布点学校评价体系指标权重分配为:一级指标中校外竞赛占16分,校内活动占42分,师资队伍占10分,足球文化占6分,工作保障占26分;二级指标体系每一项也有相对应的分值,各布点学校可以对照各项指标进行实际操作、自评或互评等。5、新乡市校园足球布点学校根据评价体系试测评发现,小学校园足球开展情况比初中好。6、新乡市校园足球布点学校对评价体系试测评得分不高主要因为:第一,精力用于校外竞赛的部分过多;第二,校内活动开展不足,足球校本课程没有开发,每节足球课没有保证;第三,经费没有落实,对校园足球指导员、体育教师激励政策不足;第四,校园足球的校、区、市、国家级的宣传力度不够。根据以上结论,提出相应的建议如下:1、新乡市校园足球各布点学校能够对照该评价指标体系,将本校校园足球发展落到实处。2、各布点校园足球发展要将更多的精力放在校内足球活动上,尤其是足球的课堂教学。3、各布点学校校加大对于校园足球宣传的力度。4、新乡市校园足球领导小组以及各布点学校领导要将经费落实。5、各布点学校要加大足球校本课程的开发。
