台湾地区“中小学补救教学实施方案”研究

【摘要】:在追求教育公平与质量的国际教育改革背景下,弱势群体教育政策已经成为国际社会关注的焦点。面对弱势学生群体存在学业困境问题,台湾地区推出的“中小学补救教学实施方案”作为重要实施战略引人关注。该方案主要面向学习低成就学生,通过提供个性化、多元化的学习机会,以确保学生的基本学习能力,缩小个体间学习差距,实现教育机会均等理想。目前,在“中小学补救教学实施方案”的指导下,形成了较为成熟完善的补救教学系统,并在实际教学中得到广泛应用。本文以政策分析的视角,对台湾地区“中小学补救教学实施方案”进行全面系统的分析,旨在大陆地区低成就学生的教育提出借鉴与参考。本文研究主要采用文献研究法、个案研究法、访谈调查法以及比较分析法,文章共包括五部分内容:绪论中主要阐明了选择台湾地区“中小学补救教学实施方案”作为研究对象的缘由和意义,在梳理海峡两岸相关研究之后,介绍了本文的研究思路和研究方法,并对核心概念进行界定。第一章分析了台湾地区“中小学补救教学实施方案”出台背景与制定理念,针对现实问题以及教育改革的趋势与潮流,基于教育公平与社会正义理念而出台此方案。第二章对台湾地区“中小学补救教学实施方案”的实施概况进行了分析,主要从制定过程与运行机制等方面进行深入探讨,并对典型个案进行研究,勾勒出台湾地区“中小学补救教学实施方案”的具体运行情况。第三章主要对台湾地区“中小学补救教学实施方案”的特色进行总结,并通过深度访谈补救教学参与人员,深入分析了其成效以及面临的困境。第四章在结合大陆地区学困生课后学习辅导现状的基础之上提出较为具体的启示和建议。
[Abstract]:In the context of the international education reform which pursues the education fairness and quality, the education policy of the disadvantaged groups has become the focus of attention of the international community. In the face of the problem of academic difficulties in the disadvantaged groups, the "remedial Teaching implementation Scheme for Primary and Secondary Schools", which was put forward in Taiwan, attracts attention as an important implementation strategy. This program is mainly aimed at students with low achievement in learning. By providing individualized and diversified learning opportunities, it can ensure students' basic learning ability, narrow the learning gap between individuals and realize the ideal of equal educational opportunities. At present, under the guidance of "remedial teaching implementation scheme in primary and secondary schools", a more mature and perfect remedial teaching system has been formed and widely used in practical teaching. From the perspective of policy analysis, this paper makes a comprehensive and systematic analysis of the implementation of remedial teaching in primary and secondary schools in Taiwan, in order to provide reference and reference for the education of low achievers in mainland China. This paper mainly adopts the methods of literature research, case study, interview investigation and comparative analysis. The article consists of five parts: the introduction mainly expounds the reason and significance of choosing "remedial teaching implementation plan" in Taiwan as the object of study, after combing the relevant research on the two sides of the Taiwan Strait. This paper introduces the research ideas and methods, and defines the core concepts. The first chapter analyzes the background and formulation idea of the "remedial Teaching implementation Scheme for Primary and Secondary Schools in Taiwan", which is based on the concept of educational fairness and social justice in view of the practical problems and the trends and trends of educational reform. The second chapter analyzes the general situation of the implementation of "remedial Teaching implementation Scheme for Primary and Middle Schools" in Taiwan, mainly from the aspects of the formulation process and operation mechanism, and makes a study of typical cases. Outline the specific operation of "remedial teaching implementation plan" in Taiwan area. The third chapter summarizes the characteristics of "remedial teaching implementation plan" in Taiwan area, and deeply analyzes its effectiveness and difficulties through in-depth interviews with the participants in remedial teaching. The fourth chapter puts forward some specific enlightenment and suggestions on the basis of the current situation of after-school learning guidance for students with learning difficulties in mainland China.
