衡东县农村留守青少年法律意识提升对策研究

【摘要】：党的十五大以来,依法治国成为我国的一项基本治国方略,公民法律意识的提高,对我国的法治建设至关重要。培养农村青少年的法律意识,旨在培养他们知法、懂法、用法的意识,帮助他们健康成长,稳定农村的社会秩序,完善我国法治体系,促进社会主义和谐社会的形成,最终推动我国的法治建设。本论文以衡东县的农村留守青少年作为研究对象,通过调查问卷分析和比较分析法对衡东县非留守青少年和留守青少年进行对比分析,指出了部分农村留守青少年存在着对外界漠视的态度、对法律的学习缺乏主动积极性、渴望亲情、心理情绪不稳定、对正常的秩序和规则充满反叛甚至仇恨心理的状况,而行为举止上存在一些违反正常秩序的活动,影响学校和社会秩序,而农村留守青少年所处环境不利于其成长发展等问题。阐明了产生上述问题的原因概括为农村留守青少年所处环境法律执行力弱、普法力度不足、法律意识环境氛围不浓等外部因素,以及农村留守青少年缺乏亲情和正确教育,导致性格孤僻、冷漠等内部因素。改善的对策是:(1)家庭方面,要加强对农村留守青少年法律意识的教育培养。(2)学校方面,要加强对农村留守青少年法律意识引导塑造。(3)政府方面,要提高执法力度。(4)社会方面,要营造出关怀留守青少年的氛围,以使农村留守青少年能够自觉学法、守法和用法,使得他们的法律意识能够得到切实地培养和提高。
[Abstract]:Since the 15th National Congress of the Communist Party of China, the rule of law has become a basic strategy of governing the country in our country. The improvement of citizens' legal consciousness is of great importance to the construction of the rule of law in our country. The purpose of cultivating the legal consciousness of the rural teenagers is to cultivate their awareness of knowing, understanding and using the law, to help them grow healthily, to stabilize the social order in the countryside, to perfect the legal system of our country, and to promote the formation of a harmonious socialist society. Finally, promote the construction of the rule of law in our country. This paper takes the rural left-behind teenagers in Hengdong County as the research object, and makes a comparative analysis of the non-left-behind teenagers and the left-behind teenagers in Hengdong County by questionnaire analysis and comparative analysis. It is pointed out that some rural left-behind teenagers have an attitude of indifference to the outside world, lack of active enthusiasm for the study of law, yearning for family affection, psychological mood instability, rebellion and even hatred to normal order and rules. However, there are some problems in behavior, such as violating normal order, affecting school and social order, and the environment of rural left-behind teenagers is not conducive to their growth and development. The reasons for the above problems are summarized as follows: the environmental law enforcement ability of the rural left-behind youth is weak, the law popularization is insufficient, the environmental atmosphere of legal consciousness is not strong, and the rural left-behind teenagers lack of family affection and correct education. Lead to personality isolation, apathy and other internal factors. The countermeasures for improvement are as follows: (1) at the family level, we should strengthen the education and cultivation of the legal consciousness of the rural left-behind youth. (2) in the school aspect, we should strengthen the guidance and molding of the legal consciousness of the rural left-behind young people. (3) the government should enhance the law enforcement force in the government's aspect. (4) the social aspect, It is necessary to create an atmosphere of caring for the youth left behind so that they can consciously learn the law, abide by the law and use it, so that their legal consciousness can be effectively cultivated and improved.
