论农村法律秩序的构建

【摘要】：以我国的国情来说,在短时间内无法建立健全所有的法律、法规,不能适应老百姓的正常法律生活的要求,由于我国历史上的原因,老百姓受传统的思想的影响在脑子中已经很深刻,我国有13亿人口,并且大部分都是在农村,农村的发展好坏决定着全国发展的好坏,农村法律秩序的好坏决定着农村法治建设的好坏,所以,我们必须要重视农村的法律秩序的构建,农村法律秩序的构建成功就意味着全民族法律秩序构建的成功,我们一定要充满信心,全力去构建我国农村的法律秩序,虽然,城乡二元结构的打破并非短时间能完成,中国农村法律秩序的构建是一项系统的工程,但是,我们能够集中全国的力量,尽全力去帮助农村,从经济的、政治的、文化的各个方面去完善农村,通过各界的支持来进行,通过各种手段来行动,让农村的法律秩序早日构建起来,造福农民,造福农村,我相信,这一天很快就会来到的。社会主义和谐社会要求全民族法律意识普遍提高,要求广大干部和群众要知法和学法,和谐社会的一个要求就是不断提高广大群众和干部的法律意识和法制观念,和谐社会的建设需要国家树立法律的权威性,法律应当具有其他社会规范不具有的尊严,应当享有崇高的地位,广大人民群众应当树立法律的信仰,维护自己的合法权益,对法律的态度应当有所转变,要从消极守法转变到积极守法,群众作为法律的主体意识增强了,那么我们的和谐社会就会顺利建设了,农村法律秩序的构建关系到我们和谐社会的整体建设,我们必须积极把握。要使农村真正实现法治,那么,就必须构建农村的法律秩序,由于我国自古就有着专制的传统,许多农民心中的封建思想牢固存在,所以民主建设举步维艰。在农村法律秩序的建设中,农村的情况很复杂,也很重要。主要表现在,农村的范围很大,涉及的面也很广,并且法律秩序的构建关系到基层群众的切身利益,并且封建社会的种种残余思想至今深深地影响着人民的法治观念。因此,加强农村法律秩序的构建是推进法治进程的必然选择。
[Abstract]:As far as the national conditions of our country are concerned, it is impossible to establish and improve all laws and regulations in a short period of time, and they cannot adapt to the requirements of ordinary people's normal legal life, because of the historical reasons of our country. The common people have been deeply influenced by traditional ideas. Our country has a population of 1.3 billion, and most of them are in rural areas. The quality of rural development determines the quality of national development. The quality of rural legal order determines the construction of rural rule of law. Therefore, we must pay attention to the construction of rural legal order, the success of rural legal order means the success of the construction of the national legal order. We must be full of confidence and strive to build the legal order in our country's rural areas. Although the break up of the urban-rural dual structure will not be completed in a short time, the construction of the legal order in China's rural areas is a systematic project, but, We can concentrate our national efforts and do our utmost to help the rural areas, improve the rural areas in all aspects of economy, politics and culture, carry out through the support of all walks of life, and act through various means. Let the law and order in the countryside be established as soon as possible, for the benefit of the peasants and the countryside. I believe that day will come soon. A harmonious socialist society requires that the legal consciousness of the whole nation be generally improved, and that the vast number of cadres and the masses should know and study the law. One of the requirements of a harmonious society is to continuously improve the legal awareness and legal concept of the broad masses and cadres. The construction of a harmonious society requires that the state establish the authority of the law, that the law should have dignity which other social norms do not possess, that it should enjoy a lofty status, and that the broad masses of the people should establish their belief in the law and safeguard their legitimate rights and interests. The attitude towards the law should be changed, from passively abiding by the law to actively abiding by the law, the masses' consciousness of being the subject of the law has been strengthened, and then our harmonious society will be built smoothly. The construction of rural legal order is related to the overall construction of our harmonious society, we must actively grasp. In order to realize the rule of law in the countryside, it is necessary to construct the legal order in the countryside. Because of the autocratic tradition in our country since ancient times and the strong existence of feudal thoughts in the hearts of many peasants, it is difficult to build democracy. In the construction of rural legal order, the rural situation is very complex and important. The main performance is that the scope of the rural areas is very large, involving a wide range of areas, and the construction of the legal order related to the immediate interests of the grassroots, and the feudal society of all kinds of residual ideas have deeply affected the people's concept of the rule of law. Therefore, strengthening the construction of rural legal order is the inevitable choice to promote the process of rule of law.
