促进区域协调发展法律机制的系统论分析

【摘要】：促进区域协调发展的法律机制是我国区域协调发展战略的重要保障。从一般系统论的视角来看,促进区域协调发展的法律机制应当是一个完整的系统体系。它以促进区域协调发展、保障国家区域决策有效运行、推进区域分工与合作为目标;以中央层面的"区域发展基本法"、地方层面的"特别区域发展法"、纵向上的"区域决策保障法"和横向上的"区域合作保障法"为基本要素;通过专门的区域发展管理机构这一系统结构,发挥系统要素的整体功效,进而实现整个系统效益的最大化。
[Abstract]:The legal mechanism to promote regional coordinated development is an important guarantee of regional coordinated development strategy in China. The legal mechanism of promoting regional coordinated development should be a complete system, which aims at promoting regional coordinated development, ensuring the effective operation of national regional decision-making and promoting regional division of labor and cooperation. The basic law of regional development at the central level, the special regional development law at the local level, the regional decision-making guarantee law at the vertical level and the regional cooperation guarantee law at the horizontal level are the basic elements; Through the system structure of the special regional development management organization, the whole effect of the system elements is brought into play, and the benefit of the whole system is maximized.
