日本农业国内支持制度及对我国的启示

【摘要】：近年来,日本新的农业基本法及其配套的法律法规既提高了农业国内支持的实际水平,又符合多边框架下的义务要求。由于科学、合理的国内支持制度安排,加上支持力度加大,日本不但提高了农产品自给率,也确保了本国粮食安全,在一定程度上弥补了农业资源禀赋的"先天性"不足。其经验对我国农业国内支持制度的调整具有重要启示意义。
[Abstract]:In recent years, Japan's new agricultural basic law and its supporting laws and regulations not only improve the actual level of agricultural domestic support, but also meet the requirements of the obligations under the multilateral framework. As a result of science, reasonable domestic support system arrangement and the increase of support, Japan not only raised the self-sufficiency rate of agricultural products, but also ensured its food security, and to a certain extent made up for the "congenital" deficiency of agricultural resources endowment. Its experience has the important enlightenment significance to our country agriculture domestic support system adjustment.
