美国近代史上的分离与反分离斗争

【摘要】： 美国独立后建立的邦联体制并没有使美国成为一个真正意义上的国家。邦联时期的混乱促使各州联合起来通过制宪会议加强了中央权力。1789年宪法虽然从法律上规定了美国的联邦制国家政体,但它没有从根本上解决联邦权力与州权的矛盾,州权思想仍然具有相当大的影响力。某些地区出于本地区政治经济利益的考虑,以州权为武器来对抗联邦中央政府,甚至不惜以分离为手段来达到其政治目的。从19世纪初起,共发生了三次地方政治势力为谋求地区利益而进行的分离活动。联邦中央政府为维护国家统一,坚决地进行了反分离斗争,最终消灭了长期困扰美国的分离主义传统,确立了联邦中央政府的权威地位。本文通过对美国三次分离与反分离斗争的研究,总结了美国反分离斗争能够取得成功的原因。同时本文认为美国在反分离斗争中取得的成功经验为世界各国在处理类似问题时提供了借鉴与启示。
[Abstract]:The confederacy established after independence did not make the United States a true nation. The chaos of the Confederate period prompted the states to unite to strengthen the central power through the Constituent Assembly. Although the 1789 Constitution provided for the federal state system in the United States by law, it did not fundamentally resolve the contradiction between federal power and state power. The idea of state power still has considerable influence. For the sake of their political and economic interests, some regions use state power as a weapon against the federal central government, and even use secession as a means to achieve their political ends. Since the beginning of the 19 th century, there have been three separations of local political forces in pursuit of regional interests. In order to safeguard national unity, the federal central government resolutely carried out the struggle against separatism, finally eliminated the separatist tradition that had plagued the United States for a long time, and established the authoritative position of the central government of the Federation. This paper summarizes the reasons for the success of American anti-secession struggle through the study of three times of separation and anti-secession struggle in the United States. At the same time, this paper holds that the successful experience of the United States in the struggle against secession has provided reference and enlightenment for countries all over the world in dealing with similar problems.
