网络反腐相关问题探析——以职务犯罪侦查为视角

【摘要】：网络反腐是通过网络技术及所引起的社会舆论效应对政府行为、权力运行过程进行监督和约束,从而达到预防和惩戒腐败的新型反腐方式。网络反腐既有传播速度快、影响大、成本低、风险低、互动性强等优势,也存在信息真伪难辨、容易侵犯他人合法权益、误导舆论等缺陷,所以在网络反腐中要正确处理个案反腐与制度反腐、网络反腐与网络举报、侦查秘密与网络互动等对应关系。通过健全职务犯罪线索移送机制,强化初查,加强舆情监控以及做好网络反腐与网络举报的对接等方式来推动职务犯罪侦查与网络反腐的衔接工作。
[Abstract]:Network anti-corruption is a new way to prevent and punish corruption through network technology and social public opinion effect to supervise and restrain the process of government behavior and power operation. The network anti-corruption not only has the advantages of fast spreading speed, big influence, low cost, low risk, strong interaction, but also has some defects, such as information authenticity is difficult to distinguish, others' legitimate rights and interests are easily infringed, and public opinion is misled. So it is necessary to deal with the corresponding relationship between case anti-corruption and system anti-corruption, network anti-corruption and network report, investigation secret and network interaction. Through perfecting the mechanism of transferring clues to duty crime, strengthening initial investigation, strengthening public opinion monitoring, and doing well the connection between network anti-corruption and network report, it can promote the connection between duty crime investigation and network anti-corruption.
