建立我国铁路冷藏运输股份公司的构想

【摘要】：在市场经济条件下,我国铁路冷藏货物运输面临着冷藏货源及供需方式发生变化,公路、航空运输竞争等的严峻挑战,因而必须进行管理体制改革。借鉴国内外改革经验,只有按照“资产重组、企业重构、布局调整、结构优化”的思路成立铁路冷藏运输股份公司,对现有机保段、加冰所、冷藏车实行资产重组,并按《公司法》设立严密的组织机构,才能从根本上改变我国铁路冷藏运输的被动状态,扩大市场份额,增加运营收入,扭亏为盈。
[Abstract]:Under the condition of market economy, railway refrigerated cargo transportation in our country is faced with the severe challenge of the source of refrigerated goods and the mode of supply and demand, and the competition of highway and air transportation. Therefore, the reform of management system must be carried out, and the experience of reform at home and abroad must be used for reference. Only in accordance with the idea of "asset reorganization, enterprise restructuring, layout adjustment, structural optimization" should be set up a railway refrigerated transportation joint stock company to reorganize the assets of the existing machinery and insurance sections, ice houses, and refrigerated trucks. Only by setting up strict organization according to Company Law can we fundamentally change the passive state of railway refrigerated transportation in our country, expand market share, increase operating income and turn losses into profits.
