【摘要】：正 一、指导思想以党的十四届三中全会《决定》为指针,以《公司法》为准绳,探索公有制与市场经济有机结合的微观实现形式,寻找本企业在市场经济条件下有效的企业组织制度。在积极探索建立现代企业制度的过程中,我们将努力做到"四个坚持":坚持以公有制为主体。建立现代企业制度,形成新的财产所有结构,既要为各种所有制经济平等参与市场竞争创造条件,又要发挥国有资产的优势,使之不断壮大,保证国有资产的主导地位,确保国有资产的保值增值。坚持大胆创新。通过探索,建立新的企业体制和运行机制,既要规范运作,又要大胆突
