【摘要】：当前,全球经济进入了一体化时期,各国经济飞速增长,在为各国带来利润的同时,也对环境造成了严重的污染与破坏。环境问题日益突出,引起了全球人类的高度关注。在国与国,地区与地区的经济活动日益密切的今天,跨界环境影响评价制度显得尤为重要。跨界环境影响评价制度作为国际环境保护法的一项重要制度,其产生至今已有20多年的历史,但其实施现状却不尽如人意。“徒法不足以自行”,跨界环境影响评价制度的实施问题不解决,有关跨界环境影响评价制度的国际立法便成为一纸空文,该制度预防跨界环境损害及保护环境的作用也难以发挥。本文首先介绍了跨界环境影响评价制度的基本内容,然后介绍了该制度在的理论研究现状及实施中存在的问题,进行具体分析并提出了解决方案,最后介绍了我国有关跨界环境影响评价制度的研究状况。

In the country and country, the region and the region economic activity is increasingly close today, As an important system of international environmental protection law, transboundary environmental impact assessment system has a history of more than 20 years. However, the present situation of its implementation is not satisfactory. "the law is not sufficient for itself." if the implementation of the transboundary environmental impact assessment system is not resolved, the international legislation on the transboundary environmental impact assessment system will become a dead letter. This paper introduces the basic contents of the transboundary environmental impact assessment system, and then introduces the present situation of the theoretical research and the problems existing in the implementation of the system. At last, the paper introduces the research status of transboundary environmental impact assessment system in China.
