环境决策中公众参与的缺失与加强

【摘要】：目前环境决策的过程中公众参与严重缺失。在环境知情权的保障、公众参与决策的程序、公民参与的动力等方面等都存在比较严重的问题,使得在我国环境法制建设中早已确立的公众参与原则基本处于缺失状态。本文主要从政府、企业、非政府环保组织和公民四个方面来阐述如何切实落实环境决策过程中的公众参与。
[Abstract]:At present, public participation in the process of environmental decision-making is seriously lacking. There are serious problems in the protection of the right to know about the environment, the procedure of public participation in decision-making, the motivation of citizen participation, and so on. The principle of public participation, which has long been established in the construction of environmental legal system in China, is basically in a state of absence. Non-governmental environmental protection organizations and citizens to explain how to effectively implement the environmental decision-making process of public participation.
