【摘要】： 循环经济是提高资源利用效率,保护和改善环境,实现可持续发展的一种社会经济发展模式。循环经济的发展需要法律的支撑,因此我省应当借助《循环经济促进法》实施的良好契机,根据自身资源、环境的特点,在借鉴国家和地方循环经济发展先进经验的基础上,不断完善我省循环经济立法,以促进循环经济的良好发展。本文从循环经济、循环经济立法的概念与原则入手,首先阐述了循环经济地方立法的重要性,接着简介了我省循环经济的发展状况,并指出我省在循环经济立法方面的优势及存在的不足。之后介绍国内外循环经济立法的状况,重点分析了我国循环经济地方立法对我省的借鉴意义。最后对我省循环经济法规体系和法律制度的构建提出自己的建议。
[Abstract]:Circular economy is a kind of social and economic development model to improve the efficiency of resource utilization, protect and improve environment, and realize sustainable development. The development of circular economy needs the support of law. Therefore, our province should take advantage of the good opportunity of the implementation of the Circular economy Promotion Law, according to the characteristics of its own resources and environment, on the basis of drawing lessons from the advanced experience of the development of the national and local circular economy, and constantly improve the circular economy legislation of our province. In order to promote the good development of circular economy, this paper begins with the concept and principle of circular economy and the legislation of circular economy, first expounds the importance of local legislation of circular economy, and then introduces the development of circular economy in our province. It also points out the advantages and disadvantages of circular economy legislation in our province, and then introduces the status of circular economy legislation at home and abroad. This paper analyzes the significance of local legislation of circular economy in China for reference to our province, and finally puts forward some suggestions for the construction of the legal system and system of circular economy in our province.
