全球森林治理:理念、机制、机构

【摘要】：在全球森林问题上,国际社会取得的最重要成就就是对于森林的价值估量与重要性评价达成了共识。但是,对森林的经济、生态、环境、社会、文化等各种需求之间的冲突,使森林承受着巨大的压力,且管理、协调、治理难度加大。目前,森林市场机制、森林认证机制及国际气候变化制度下的森林机制是主要机制,联合国森林论坛和世界银行是最重要的治理机构,世界粮农组织与欧盟的作用也很突出。存在的突出问题是治理机构之间需要进一步合作与整合,机制要更好地发挥作用,还需更多努力。
[Abstract]:On the global forest issue, the most important achievement of the international community is that there is a consensus on the valuation and importance of forests. However, there is a conflict between the economic, ecological, environmental, social, cultural and other needs of forests. The forest is under great pressure, and it is more difficult to manage, coordinate and manage. At present, the forest market mechanism, forest certification mechanism and forest mechanism under the international climate change regime are the main mechanisms. The United Nations Forum on forests and the World Bank are the most important governance institutions, and the role of the World Food and Agriculture Organization and the European Union is also prominent. More needs to be done.
