【摘要】： 环境问题已经成为当下引起人类社会高度关注的一项重大问题。自然环境是人类赖以生存的基本条件,也是发展生产,繁荣经济的物质基础,所以维护生态平衡,保护生态环境对人类的生存和社会的发展越来越重要。但是在经济高速发展的现代社会,如何在发展经济的同时保护生态环境使其不被破坏,如何进行有力的环境行政执法是许多专家关注和研究的重要课题。生态环境的保护问题在我国显得尤为突出。作为发展中国家,近年来我国在高速发展经济的同时也使得原本脆弱的生态环境遭到了前所未有的破坏,出现了一系列问题。相对落后的西部地区以及广大的少数民族地区是环境问题较为突出的重点地区,同时这些地区由于其复杂的民族背景,落后的经济条件也成为环境行政执法的薄弱地区,而这其中又以西部少数民族地区,例如甘南藏族自治州等地区的生态环境破坏较为严重,环境行政执法问题最为突出。本文通过对西部少数民族地区的甘南藏族自治州的生态环境现状的调查,了解其生态环境破坏的程度及原因;研究在当地环境行政执法中存在的不足与问题,以及面临的困难与挑战;同时从内部外部两个方面寻找产生问题的原因,从民族,经济,教育,立法,执法,监督等多个角度深入分析;在此研究基础上我们将进一步结合少数民族地区特有的历史文化,宗教习俗,以及甘南地区特定的生态环境,经济形势,研究找出当地环境保护的对策,以及环境行政执法的改进实施。本文在对甘南藏族自治州的生态环境行政执法问题进行多角度,全方位的综合分析后,将因地制宜地利用少数民族本身在生态环境保护方面的一些历史文化,宗教习俗,社会规范来保护环境,维护执法,普及知识;从立法,执法,普法,监督多角度地完善环境行政执法制度,改进环境行政执法手段,加强环境行政执法监督,从而改善和保护我国甘南藏族自治州地区美丽的生态环境。
[Abstract]:Environmental issues have become a major issue that has aroused great concern in human society. The natural environment is not only the basic condition for human survival, but also the material basis for the development of production and prosperity of the economy, so we should maintain ecological balance. It is more and more important to protect the ecological environment for the survival of human beings and the development of society. However, in the modern society with rapid economic development, how to protect the ecological environment from being destroyed while developing the economy, How to carry on the effective environmental administrative law enforcement is an important topic that many experts pay attention to and study. The problem of ecological environment protection is particularly prominent in our country. As a developing country, in recent years, China has developed its economy at a high speed, and at the same time, it has caused unprecedented damage to the original fragile ecological environment. A series of problems have arisen. The relatively backward western region and the vast minority areas are the key areas with more prominent environmental problems. At the same time, due to their complex ethnic backgrounds, The backward economic conditions have also become the weak areas of environmental administrative law enforcement. Among these areas, the ecological environment in the western minority areas, such as Gannan Tibetan Autonomous Prefecture, is seriously damaged, and the environmental administrative law enforcement problem is the most prominent. By investigating the present situation of ecological environment in Gannan Tibetan Autonomous Prefecture in the western minority areas, this paper finds out the extent and causes of its ecological environment damage, studies the shortcomings and problems existing in the local environmental administrative law enforcement. At the same time, from the internal and external aspects to find out the causes of the problems, from the national, economic, education, legislation, law enforcement, supervision and other aspects of in-depth analysis; On the basis of this study, we will further study and find out the countermeasures for local environmental protection by combining the unique historical culture, religious customs, and specific ecological environment and economic situation of the minority areas, as well as the specific ecological environment and economic situation in the Gannan region. And the environmental administrative law enforcement improvement implementation. After a comprehensive analysis of the ecological environment administrative law enforcement problems in Gannan Tibetan Autonomous Prefecture, this paper will make use of the historical, cultural and religious customs of the ethnic minorities themselves in ecological environment protection according to local conditions. Social norms to protect the environment, safeguard law enforcement, popularize knowledge; improve the environmental administrative law enforcement system, improve the means of environmental administrative law enforcement, and strengthen the supervision of environmental administrative law enforcement from various angles of legislation, law enforcement, law popularization and supervision, So as to improve and protect the beautiful ecological environment in Gannan Tibetan Autonomous Prefecture.
