浙江省饮用水水源保护立法研究

【摘要】：饮用水水源的保护关系到人民群众的生命健康、社会的稳定和经济的可持续发展。随着浙江省经济的高速发展、城市化进程的加快和人民生活水平的不断提高,饮用水水源承载能力逐步下降。与此同时,浙江省资源性缺水严重、部分饮用水水源水质较差、污染物排放总量居高不下等方面的问题,严重影响着浙江省饮用水水源的保护。因此,浙江省急需制定一部关于饮用水水源保护的地方性立法,以进一步规范和指导饮用水水源保护工作的开展,保护饮用水水源。 本文具体分析了浙江省饮用水水源保护立法方面的现状及当前所存在的问题。通过对域外及各兄弟省市饮用水水源保护相关立法的借鉴,结合浙江省《水污染防治条例》及饮用水水源保护工作实际情况,对浙江省饮用水水源保护立法的必要性和可行性作出论证；同时,提出了《浙江省饮用水水源保护条例》的立法构想,以期为浙江省饮用水水源保护的立法工作作出贡献。
[Abstract]:The protection of drinking water source is related to the life and health of the people, the social stability and the sustainable development of economy.With the rapid development of Zhejiang economy, the acceleration of urbanization and the continuous improvement of people's living standard, the carrying capacity of drinking water source has gradually decreased.At the same time, the water shortage in Zhejiang Province is serious, the water quality of some drinking water sources is poor, and the total amount of pollutant discharge is high, which seriously affects the protection of drinking water sources in Zhejiang Province.Therefore, it is urgent for Zhejiang Province to formulate a local legislation on the protection of drinking water sources in order to further standardize and guide the development of the protection of drinking water sources and protect drinking water sources.This paper analyzes the current situation and existing problems of drinking water source protection legislation in Zhejiang Province.Through the reference to the relevant legislation of drinking water source protection in foreign countries and other provinces and cities, combining with Zhejiang Province's regulations on Water pollution Prevention and Control and the actual situation of drinking water source protection,The necessity and feasibility of the legislation on the protection of drinking water sources in Zhejiang Province are demonstrated, and the legislative conception of the regulations on the Protection of drinking Water sources of Zhejiang Province is put forward in order to contribute to the legislative work of the protection of drinking water sources in Zhejiang Province.
