新疆塔里木河流域水资源管理的法律问题探讨

【摘要】： 塔里木河流域水资源开发利用和生态环境保护,不仅关系到流域自身的生存和发展、民族团结、社会稳定、国防安全的大局,也关系到新疆的当前利益和长远发展。同时也设计到西部甚至全国的生态环境问题。随着国民经济的发展和社会进步,水问题日益被人们所重视。塔里木河流域的水资源的浪费和污染十分严重,生态环境脆弱,交通不便,信息不畅,经济发展速度较低,居民生活水平和其它地区相比差距较大,而流域水资源管理水平不高。因此,分析和研究塔里木河流域水资源管理的法律问题有十分重要的现实意义。本文从塔里木河流域的基本状况入手,进而结合现实情况分析了塔里木河流域水资源的现状及面临的问题,并就国外和我国流域水资源管理的法律问题、水资源管理体制及如何进行水资源管理与保护的法律制度等问题,进行了深入探讨,提出了合理化的建议,目的在于促使塔里木河流域水资源管理的法律制度尽快完善,以适应社会经济发展的现实需要。
[Abstract]:The exploitation and utilization of water resources and the protection of ecological environment in the Tarim River Basin are not only related to the survival and development of the basin itself, national unity, social stability, national defense security, but also related to the current interests and long-term development of Xinjiang.At the same time also designed to the western region and even the national ecological environment problems.With the development of national economy and social progress, people pay more and more attention to water problem.The waste and pollution of water resources in the Tarim River Basin is very serious, the ecological environment is fragile, the transportation is inconvenient, the information is not free, the economic development speed is low, and the living standard of the residents is quite different from that of other regions.However, the level of water resources management in river basin is not high.Therefore, it is of great practical significance to analyze and study the legal problems of water resources management in Tarim River Basin.Starting with the basic situation of the Tarim River Basin, this paper analyzes the current situation and the problems of the water resources in the Tarim River Basin, and discusses the legal problems of the water resources management in the Tarim River Basin both abroad and in China.The water resources management system and the legal system of how to manage and protect water resources are discussed in depth, and some reasonable suggestions are put forward in order to make the legal system of water resources management in Tarim River basin perfect as soon as possible.In order to meet the real needs of social and economic development.
