广东省河长制的实践经验与法制思考

【摘要】：广东省推行河长制以来积累了一定的经验,在河长制实施方案制定、配套制度建设中有一些创新设想。推进人大常委会监督河长制实施的地方立法、鼓励和保障村级河长和民间河长参与河长制的实施、规划河长制实施的考核督查机制、确立河湖统一的整体性生态保护理念在河长制实施中的指导地位,是广东省落实河长制的主要特色,具有创新法律制度、助力法律实施的现实意义。
[Abstract]:Guangdong Province has accumulated some experience since the implementation of river length system, and there are some innovative ideas in the implementation scheme of river length system and the construction of supporting system.To promote local legislation to supervise the implementation of the river length system by the standing Committee of the National people's Congress, to encourage and ensure the participation of village river chief and civilian river chief in the implementation of the river length system, and to plan the examination and inspection mechanism for the implementation of the river length system.Establishing the guiding position of the integrated ecological protection concept of river and lake in the implementation of river length system is the main characteristic of implementing river length system in Guangdong Province. It has the practical significance of innovating the legal system and helping the implementation of the law.
