关于迁安市民用建筑节能法规执行情况调查报告

【摘要】： 建筑节能是指在区域规划、城镇体系规划、城市总体规划和建筑的规划、设计、建造和使用过程中,通过执行现行建筑节能标准和采用经济合理的技术措施,保证建筑物使用功能和室内环境质量,切实降低建筑能源消耗,更加合理、有效地利用能源的活动。目前,我国建筑能耗约占全国总能耗的四分之一。因此,建筑节能的执行情况关系到我国能源目标的实现。本文作者走访了迁安市建设局的法制办和墙改办,和有关人员进行了座谈,并查阅了有关统计资料,获得了第一手资料,在座谈和统计资料的基础上,对迁安市民用建筑节能的现状和原因进行了调查分析,提出了迁安市民用建筑节能法规执行中存在的若干问题,对解决问题的对策进行了研究。本文分为三个部分：第一章迁安市民用建筑节能现状及分析。主要对迁安市新建民用建筑节能、既有建筑节能改造、可再生能源的利用、民用建筑的用能系统运行管理以及民用建筑节能监督管理等活动进行调查,在此基础上对这种现状进行归纳分析,得出迁安市民用建筑节能的一般走势,并分析了这种走势的原因。第二章迁安市民用建筑节能法规执行中存在的问题。指出了迁安市民用建筑节能法规执行中问题,并加以分析。第三章迁安市民用建筑节能法规的对策研究。主要结合迁安市民用建筑节能的现状和民用建筑节能法规执行中存在的问题,提出了解决方案和建议。
[Abstract]:Building energy conservation refers to the implementation of existing building energy conservation standards and the adoption of economic and reasonable technical measures in the process of regional planning, urban system planning, urban master planning and building planning, design, construction and use.To ensure the function of building and the quality of indoor environment, to reduce the energy consumption of buildings, and to use energy more reasonably and effectively.At present, the building energy consumption in China accounts for about 1/4 of the total energy consumption.Therefore, the implementation of building energy conservation is related to the realization of energy goals in China.The author of this article visited the legal system office and the wall reform office of Qianan Construction Bureau, held a discussion with relevant personnel, consulted the relevant statistical data, obtained first-hand information, and based on the discussion and statistics,This paper makes an investigation and analysis on the present situation and causes of civil building energy conservation in Qianan city, puts forward some problems existing in the enforcement of civil building energy conservation laws and regulations in Qianan city, and studies the countermeasures to solve the problems.This paper is divided into three parts:The first chapter is the current situation and analysis of civil building energy conservation in Qianan City.This paper mainly investigates the energy saving activities of new civil buildings in Qianan City, such as energy saving transformation of buildings, utilization of renewable energy, operation and management of energy use systems of civil buildings, and supervision and management of energy conservation in civil buildings.Based on the analysis, the general trend of energy saving of civil buildings in Qianan City is obtained, and the reasons for this trend are analyzed.The second chapter is about the problems existing in the enforcement of civil building energy-saving laws and regulations in Qianan City.This paper points out the problems in the enforcement of civil building energy conservation laws and regulations in Qianan city and analyzes them.The third chapter is about the countermeasures of civil building energy-saving laws and regulations in Qianan city.Combined with the present situation of civil building energy saving in Qianan city and the problems existing in the enforcement of civil building energy conservation law, the paper puts forward the solutions and suggestions.
