英国“低碳国家转型”国策的法制化特征及启示

【摘要】："低碳经济"需要法制保障的观点已经逐渐为人们所接受。为应对全球气候变化危机,英国自2003年相继出台一系列国家文件,在全球率先创制了"低碳经济"概念,并将发展"低碳经济"逐步上升为国家经济发展战略,同时,通过立法和修法形式,出台系列法律措施保障"低碳经济"战略在英国的实施,其目的是使英国在未来世界经济发展中抢占先机、引领世界经济的方向。英国的上述战略给我国发展"低碳经济"提供了有益借鉴,即从战略高度重视"低碳经济"的发展,并且以健全的法制保障为特征确保"低碳经济"的顺利实施,从而在未来世界经济中获得一席之地。
[Abstract]:The idea that a low-carbon economy needs legal protection has been gradually accepted. In response to the global climate change crisis, the United Kingdom has published a series of national documents since 2003. It has pioneered the concept of "low carbon economy" in the world, and gradually upgraded the development of "low carbon economy" into a national economic development strategy, at the same time, In the form of legislation and law amendment, a series of legal measures were introduced to ensure the implementation of the "low-carbon economy" strategy in the United Kingdom, the purpose of which is to make the United Kingdom take the lead in the development of the world economy in the future and lead the direction of the world economy.
