【摘要】：正伴随着人口老龄化成为当今世界一个突出的社会问题,老年人的养老问题也日益冲击着各国的经济、社会、文化、家庭和个人,养老成为老年人及整个社会必须面对的话题。经过多年的发展和积淀,我国基本形成了以宪法为统领、以老年人权益保障法为主导,包括法律、行政法规、地方法规、部门规章政策在内的老龄法律制度体系,为发展老龄事业,维护老年人权益提供了制度保障。但是,由于老年人的养老问题是一个系统工程,针对我
