中国老年福利政策法规框架的社会建构、体系性缺陷与制度质量

【摘要】：本文以政治哲学、政府职能定位、现代化、社会福利、责任社会划分和制度建设质量理论为基础,简要划分1949-2015年间中国老年福利政策法规四个历史发展阶段与时代特征,重点关注和系统梳理改革开放以来中央政府出台有关老年福利政策法规框架范围内容与优先领域变迁轨迹,紧密围绕老年福利政策法规基础理论政策议题,首次提出现代老年福利制度建设的10个"核心问题清单",分析中国老年福利政策法规框架现存的结构性缺陷与体系性不足,总结概括中国老年福利政策法规基本特点,旨在全面、客观描述中国老年福利政策历史演变若干总体性趋势,总结和提炼中国老年福利政策法规发展的历史经验教训,形成和提出中国老年福利政策发展演变过程中出现的若干基本理论政策议题,并在此基础上以中国老年福利政策法规历史模式为典型个案,提出观察、衡量现代老年福利制度建设质量标准的议题,理论上力图建构中国现代老年福利制度的框架。
[Abstract]:Based on the theories of political philosophy, government function orientation, modernization, social welfare, division of responsibility society and quality of system construction, this paper briefly divides the four historical stages and characteristics of Chinese old age welfare policies and regulations from 1949 to 2015. Focusing on and systematically combing out the contents of the framework of the central government's policies and regulations on the welfare of the elderly since the reform and opening up, and the track of changes in priority areas, closely surrounding the basic theoretical and policy issues of the welfare policies and regulations for the elderly. For the first time, this paper puts forward 10 "core questions" in the construction of modern welfare system for the elderly, analyzes the existing structural defects and systemic deficiencies in the framework of the policies and regulations on the welfare of the elderly in China, and summarizes the basic characteristics of the policies and regulations on the welfare of the elderly in China. The purpose of this paper is to describe comprehensively and objectively some overall trends in the historical evolution of China's welfare policy for the elderly, and to summarize and refine the historical experience and lessons of the development of China's welfare policies and regulations for the elderly. Forming and proposing some basic theoretical and policy issues in the development and evolution of China's welfare policy for the elderly, and based on this, taking the historical model of China's welfare policy for the elderly as a typical case, the author puts forward some observations. This paper tries to construct the framework of the modern welfare system for the elderly in China theoretically by measuring the quality standard of the construction of the modern welfare system for the elderly.
