新疆纺织产业集群发展的实证研究

【摘要】：我国纺织工业按照走新型工业化道路的要求,依靠科技进步,坚持市场化改革方向,不断推进结构调整和产业升级,积极利用国际国内两种资源、两个市场,保持了快速、稳定的增长。纺织工业虽然取得了前所未有的成绩,但是由于行业规模大,经济主体多元化突出,市场竞争力表现差异较大,在技术、管理、创新、国际化水平等方面都存在较大差距,特别是经济转型过程中长期积累的矛盾和问题依然很多。我国纺织工业在全球产业分工中还处于加工制造环节,经济增长方式粗放依然是制约行业发展的主要矛盾。随着纺织业竞争的不断加剧,我国沿海省份出现向中西部转移,进行产业升级的现象。纺织业作为新疆的支柱产业,抓住东部产业转移的契机,提升新疆纺织业产业结构对新疆经济发展具有重要意义。本文分析新疆纺织业发展的现状、纺织产业集群的发展水平及存在的问题,为新疆抓住产业转移的机遇,实现新疆纺织产业集群的发展指明方向。首先,通过对产业集群相关理论的研究,为分析新疆纺织产业集群的发展水平做准备。第二,通过分析新疆纺织业产品的产量分布、变化趋势、与全国及内地纺织大省的比较,了解新疆纺织业发展的整体状况。第三,通过新疆纺织产业集群的SWOT分析和区位商法分析,了解新疆纺织产业集群的发展水平,找出新疆纺织产业集群现阶段存在的问题。第四,选择新疆纺织产业集群的发展模式,提出新疆纺织产业集群发展路径。最后,依据产业集群形成发展规律,为充分发挥政府在产业集群发展中的作用提出政策建议。通过对新疆纺织产业集群的研究,得出如下结论：新疆纺织业产品主要为纱和布,纺织产品处于整个纺织产业链的最低端,附加值低,与内地纺织大省发展水平有很大差距,甚至达不到全国平均水平。新疆纺织产业集群仅仅是简单的水平集聚型,缺乏竞争力。实现新疆纺织产业集群的成功发展,对于提高新疆纺织业的竞争力,发挥纺织业对新疆经济的促进作用极其关键。新疆抓住东部地区产业结构调整的契机,培养和提升新疆纺织产业集群,促进新疆纺织业的发展壮大,尽快融入全国纺织业市场。
[Abstract]:In accordance with the requirements of taking a new road of industrialization, China's textile industry relies on scientific and technological progress, adheres to the orientation of market-oriented reform, continuously promotes structural adjustment and industrial upgrading, and actively utilizes two kinds of resources and two markets at home and abroad. Although the textile industry has made unprecedented achievements, but due to the large scale of the industry, economic diversification prominent, market competitiveness performance differences, in technology, management. There are still a lot of contradictions and problems in the process of economic transformation. The extensive mode of economic growth is still the main contradiction that restricts the development of the industry. With the increasing competition of textile industry, the coastal provinces of our country appear to transfer to the central and western regions. Textile industry as a pillar industry in Xinjiang, seize the opportunity of industrial transfer in the east, and promote the industrial structure of textile industry in Xinjiang is of great significance to the economic development of Xinjiang. This paper analyzes the current situation of Xinjiang textile industry development, the development level of textile industry cluster and existing problems, for Xinjiang to seize the opportunity of industrial transfer, the realization of Xinjiang textile industry cluster development direction. Through the research on the theory of industrial cluster, for the analysis of Xinjiang textile industry cluster development level to prepare. Second, through the analysis of Xinjiang textile industry product production distribution, change trend. Compared with the national and inland textile provinces, understand the overall situation of Xinjiang textile industry development. Third, through the SWOT analysis of Xinjiang textile industry cluster and the analysis of location quotient law. Understand the development level of Xinjiang textile industry cluster, find out the existing problems of Xinjiang textile industry cluster. 4th, choose the development model of Xinjiang textile industry cluster. Finally, according to the rules of the formation and development of the industrial cluster, some policy suggestions are put forward to give full play to the role of the government in the development of the industrial cluster.
