【摘要】：目前,地方政府主要采取了如下的策略对环境集体抗争进行管制。对参与集体抗争的组织者或积极分子进行直接或间接的惩罚与管控,以此减弱或减少其他群体参与集体抗争的意愿,也使得没有村民敢于公开组织集体抗争。一方面,地方政府可以随时运用相关的法律法规对集体抗争进行控制,另一方面,地方政府还可以通过科技话语与舆论话语反制集体抗争。地方政府之所以对农民集体抗争进行严格的管控,主要是由于在发展主义意识形态主导下,某些地方政府与企业形成了政商分利集团。而同时,地方政府又承担着社会稳定的责任。农民的集体抗争通常会被政府认定为"破坏了地方稳定的局面"而受到政治管制。
[Abstract]:At present, the local government has adopted the following strategies to control the collective resistance of the environment. We should directly or indirectly punish and control the organizers or activists who participate in the collective struggle, so as to weaken or reduce the willingness of other groups to participate in the collective struggle, and make no villagers dare to openly organize the collective struggle. On the one hand, local governments can control the collective struggle with relevant laws and regulations at any time. On the other hand, local governments can also oppose collective struggle through scientific discourse and public opinion. The reason why local governments strictly control farmers' collective struggle is mainly due to the development of socialist ideology, and some local governments and enterprises have formed a profit sharing group. At the same time, the local government is responsible for social stability. The collective resistance of farmers will often be regulated by the government as "a situation that undermines local stability".
