当前危险路段排查整治工作遇到的难点与对策

【摘要】：《道路交通安全法》关于各级政府和部门对危险路段排查整治的领导责任、监管责任及事权划分不明确,导致资金落实不到位,排查方法和标准不一,部门间联动整治效果不佳,整改落实缺乏监督力度。改进危险路段排查整治工作,应从开拓立法思路入手,完善"政府统一领导,有关职能部门各司其职、齐抓共管"的工作机制,同时应主动开展动态排查,明确责任考核细则,加强督促检查,才能确保危险路段排查整治工作取得实效,实现预防和减少交通事故的目标。
[Abstract]:The "Law on Road Traffic Safety" deals with the leading responsibilities of governments and departments at all levels in the investigation and treatment of dangerous road sections, the division of supervision responsibilities and duties is not clear, which leads to the lack of implementation of funds, and different methods and standards for investigation and inspection. The effect of interdepartmental linkage rectification is not good, and the implementation of rectification and reform lacks supervision. To improve the investigation and regulation of dangerous road sections, we should start with opening up legislative ideas to perfect the "unified leadership of the government, with the relevant functional departments performing their respective duties and duties," At the same time, we should take the initiative to carry out dynamic investigation, define the rules of responsibility assessment and strengthen supervision and inspection to ensure the actual effect of the investigation and treatment of dangerous road sections and realize the goal of preventing and reducing traffic accidents.
