国外分布式发电制度实践及借鉴研究

【摘要】:分布式发电是与集中发电相对应的分散式发电方式,具有能源利用率高、环境负担小、电力耗损少、用电安全性高等优势,但由于技术限制和法律制度缺失,分布式发电并没有在我国广泛应用。本文介绍了我国分布式发电法律制度,主要包括基本法、法规和相关政策文件,通过对丹麦、美国、日本的分布式发电法律制度进行分析,指出我国分布式发电政策法律在法律体系、经济激励手段、并网规范及上网费用等方面存在问题,为促进我国分布式发电的长远发展提出建议:修订《电力法》,修改其与分布式发电发展不相适应的部分;完善分布式发电设备生产和服务的法律制度;制定统一的并网规范和上网费用标准;综合运用经济手段促进分布式发电的发展;切实保障个人用户和家庭用户的合法权益。
[Abstract]:Distributed generation is a decentralized power generation mode corresponding to centralized generation. It has the advantages of high energy efficiency, low environmental burden, low power consumption, high power security, but due to technical constraints and lack of legal system. Distributed generation is not widely used in China. This paper introduces the legal system of distributed power generation in China, including the basic law, regulations and related policy documents, through the analysis of the legal system of distributed generation in Denmark, the United States and Japan. It is pointed out that there are some problems in China's distributed power generation policy and law in the aspects of legal system, economic incentive means, grid connection standard and network cost, etc. In order to promote the long-term development of distributed generation in China, some suggestions are put forward: revising the electricity Law, modifying the parts which are not suitable for the development of distributed generation, perfecting the legal system of production and service of distributed generation equipment; It is necessary to establish a unified network connection standard and cost standard for Internet access; to comprehensively use economic means to promote the development of distributed power generation; and to ensure the legitimate rights and interests of both individual and household users.
