新《食品安全法》与食品安全多元共治模式

【摘要】:近年来,旨在解决跨领域、跨部门公共问题的治理理论逐渐成为公共行政领域研究的焦点,我国学者也针对此理论开展了大量研究。新《食品安全法》提出了"社会共治"的理念,这对于推动我国食品安全监管体制转型具有重要意义。构建全面高效协调的食品安全多元共治模式,保障人民的"食品安全权",需要通过调动政府、生产经营者、行业协会、消费者、媒体等多元主体的积极性,加大对食品安全违法违规行为的惩治力度,加快推进食品安全信息化建设和信用体系建设,逐步形成"企业自律、政府监管、社会协同、公众参与、法治保障"的食品安全治理新格局。
[Abstract]:In recent years, the theory of governance which aims to solve cross-domain and cross-sector public problems has gradually become the focus of research in the field of public administration. Chinese scholars have also carried out a lot of research on this theory. The new Food Safety Law puts forward the idea of "social co-rule", which is of great significance to promote the transformation of food safety supervision system in China. To build a comprehensive, efficient and coordinated model of multiple co-governance of food safety and to safeguard the people's "right to food safety," we need to mobilize the enthusiasm of the government, producers and operators, trade associations, consumers, media and other pluralistic subjects. To step up the punishment of food safety violations and regulations, speed up the construction of food safety informatization and credit system, and gradually form "self-discipline of enterprises, government supervision, social coordination, and public participation," The new pattern of food safety management under the rule of law.
