精准扶贫治理机制构建的规范取向

【摘要】：精准扶贫治理是我国社会反贫困行动不断深化、治理体系不断完善的结果,是国家社会治理体系现代化的构成环节。精准扶贫治理的基本要义是法治化,法治化首要的是治理规范的科学化。既有的扶贫治理规范过多地强调了国家的政策和物质扶持义务,既不利于公平,也不利于效益,更有悖于反贫困行动的基本规律,因此,精准扶贫治理规范构建必须注重贫困者的权利定位,尤其是经济自主权的发展和完善。
[Abstract]:Precision poverty alleviation is the result of the deepening of anti-poverty action and the improvement of governance system, which is the component of modernization of national social governance system. The basic meaning of precision poverty alleviation is the rule of law, the first is the scientific governance norms. The existing norms of poverty alleviation governance place too much emphasis on the country's policy and material support obligations, which are neither conducive to equity nor to efficiency, and are even more contrary to the basic law of anti-poverty action. It is necessary to focus on the rights of the poor, especially the development and improvement of economic autonomy.
