从权威管理到共同治理:中国互联网管理体制的演变及趋向——学习习近平关于互联网治理思想的重要论述

【摘要】：作为信息时代的重要标志,网络具有跨国界、越时空、传播快、多互动等特性,这导致以政府为主体、以业务许可制为基础、以规范有序为管理目标的自上而下的单向度的传统管理模式陷入困境。面向国家治理现代化的新要求,实施以政府为主导、多方共同参与,以事中和事后监管为重点的互动合作的互联网共同治理模式,将是我国互联网治理的必然趋势。当前,在互联网治理工作中要着重研究处理好两对关系:一是处理好治理与发展的关系;二是处理好公权力与私权利的张力向度。
[Abstract]:As an important symbol of the information age, the network has the characteristics of cross-border, space-time, fast spread, multi-interaction, which leads to the government as the main body, business license system as the basis. The traditional management mode with standard and order as the management goal is in a dilemma. Facing the new requirement of the modernization of national governance, it will be the inevitable trend of Internet governance in China to implement the interactive and cooperative mode of Internet governance, which is led by the government, participated by many parties, and focused on the supervision after the event. At present, in the work of Internet governance, we should pay attention to two pairs of relations: one is to deal with the relationship between governance and development, the other is to deal with the tension between public power and private right.
