政产学研协作数据库的知识产权保护机制研究——基于上海材料基因组数据库的范式分析

【摘要】：从项目管理角度研究政产学研协作数据库的知识产权保护机制,基于数据库项目管理五阶段论提出适用于政产学研数据库的知识产权管理模型,并以上海材料基因组数据库项目为例,详细阐述项目启动阶段的数据库知识产权战略部署、项目计划阶段的数据库知识产权计划设置、项目实施阶段的数据库知识产权保护措施、项目监测阶段的知识产权管理、项目完成阶段的知识产权运用,形成一套系统化、全方位的政产学研数据库项目的知识产权保护体制。
[Abstract]:From the perspective of project management, this paper studies the intellectual property protection mechanism of the cooperative database of government, industry, education and research. Based on the five-stage theory of database project management, this paper puts forward a model of intellectual property management suitable for the database of politics, industry, education and research. Taking the Shanghai material Genome Database Project as an example, the strategic deployment of database intellectual property in the start-up phase of the project and the establishment of the database intellectual property plan in the project planning stage are described in detail. Measures to protect intellectual property rights in databases in the project implementation phase, intellectual property rights management in the project monitoring stage, and intellectual property rights utilization in the project completion stage form a set of systematization, The intellectual property protection system of the all-round government, industry, university and research database project.
